The strategic objectives, the structure of the new research and Innovation funding programs for the period 2021 – 2027 and the next actions that are launched, were presented by the Chief Scientist of Research and Innovation of the Republic of Cyprus and President of the Foundation for Research and Innovation. Nikolaos P. Mastrogiannopoulos, at a press conference held on March 11, at the Presidential Palace.
The conference was attended by the Deputy Minister of Research, Innovation and Digital Policy, Mr. Kyriakos Kokkinos, as well as representatives of the country's research and innovation ecosystem. In his greeting, Mr. Kokkinos stated that “research and innovation should not be considered a luxury, but an absolutely imperative activity, in order to launch a sustainable and better quality recovery of the economy, which will ensure its resilience and competitiveness.”
“These sectors,” the Undersecretary continued, “have always held a prominent position in the Government's economic and development policy, a position that is practically documented both through the promotion of structural reforms and through increased investment in R&D.” At the same time, he called on the domestic ecosystem to make the most of the opportunities and tools at their disposal, “so that we can unlock together”, as he said, “the dynamics that I am sure our country has”.
The Chief Scientist reviewed the main actions and reforms implemented in the framework of the National Strategy for Research and Innovation, while he also presented the structure of the IDEK Programs for the programming period 2021-2027. The Programs, with a philosophy of targeted investments, build on competitive sectors of the economy and aim at the practical utilization of new technologies, the creation of a new dual-use industry and the green, blue and digital transition and development.
The Programs with a budget of € 150 million, fall within the framework of the Recovery and Development Plan “Cyprus – Tomorrow” and the Business Plan “THALIA” and are divided into five pillars: Internationalization (€ 34.5 million), Research (€ 30 million), Collaboration & amp; Knowledge Transfer (€ 33.6 million), Innovation (€ 34 million) and Strengthening Structures and Capacities (€ 16.9 million). According to the schedule presented, the programs for each pillar will be announced throughout the period 2021 – 2027 in separate invitations.
“Our goal,” said the Chief Scientist, “is to enhance the extroversion and internationalization of our ecosystem, to strengthen research excellence and knowledge production as a driver of innovation, to further strengthen innovative entrepreneurship to expand the skills of the human resources and especially the new generation, to develop and upgrade research and technological infrastructures, to intensify the collaborations between the research and business world of Cyprus and to support the transfer of knowledge and consequently the commercial use. At the top of our goals are also the development of start-ups and the increase of the number of companies that innovate as well as the cultivation of a culture of research and innovation “.
“Achieving all of the above,” added Dr. Mastrogiannopoulos, “research and innovation becomes a horizontal pillar of development, in a way that strengthens the competitiveness and dynamics of Cyprus on the international stage, with a real impact on the economy and society of our country.”
During the event The support services offered by IDEK, such as the Innovation Factory, the National Contact Points for the European program “Horizon Europe” as well as the Central Office for Knowledge Transfer, which is expected to operate in the coming months, were highlighted. As explained by Dr. Mastrogiannopoulos, “in addition to the announcement of the new Programs, we continue to work closely with relevant ministries and agencies, while we proceed to the adoption of a plan for the introduction of measures to support research and innovation by public agencies. In addition, through targeted actions, we aim at further networking and promotion of our ecosystem abroad. “
