About 8.5 thousand people work as food and product distributors in restaurants and digital platforms, of which 7 thousand are employees and the rest are self-employed.
< p>The majority of them are Cypriots, while in recent months there has been a large increase in the employment of political refugees as distributors. Last February alone, the Department of Labor granted around 500 licenses to employ political refugees and as deliverers on digital platforms.
According to data from the Ministry of Labor, last March there were 5,932 salaried distributors registered in the computer system of social security services, whose employers fall under the economic activity “other postal and courier activities”. Of the total number of salaried distributors in the postal activities category, 3,800 are Cypriots, 1,032 are Community members, 1,099 are foreigners from third countries and one is a Turkish Cypriot.
In the last six years, the number of deliverables has increased twelve times, as from 464 in 2015 last year it reached almost 6 thousand. six people and last year their number rose to 804. At the same time in 2015 the number of community distributors was 107 and last year increased to 234.
Others as self-employed
In addition to the above employees, there were 1,412 registered distributors in the Social Security Services system, whose employers fall into the “web portal” economic activity. At the same time, in the system of Social Security Services, there were 1,006 registered self-employed workers with the profession code “messengers, distributors and porters of luggage and packages, porters of luggage in hotels, etc.” According to the data of the Ministry of Labor, at the end of February 2022, 478 licenses were granted by the Department of Labor, which are in force, for employment of foreigners in the profession of food distributor, of which 465 are for asylum seekers, while the remaining 13 in foreign students. The data are included in a reply letter of the Minister of Labor Zeta Aimilianidou to the AKEL MP George Koukoumas, who asked to be informed about the number of delinquents on digital platforms and restaurants, while he also asked for data on undeclared work.
According to the Minister, & nbsp; for the last three years the Inspection Service of the Ministry of Labor, in the context of the effort to combat undeclared work, has carried out targeted inspections across Cyprus, to employers operating in restaurants and digital platforms and employing staff as distributors. Specifically, from 2019 to & nbsp; 2021, 25 inspections were carried out on 69 employees, 20 of whom had not reported to the ministry. However, the competent service proceeded with only four complaints for violation of the law on Social Security.
At the same time, inspections were carried out & nbsp; on issues of safety and health at work. Specifically, in 2019, 99 inspections were carried out in hotels, 123 in restaurants and 35 in ready-to-eat food establishments, where it was found that 54% & nbsp; of ready-made food distribution establishments inspected, included in the written risk assessment, the risk of motorcycle use , while measures were taken to reduce the & nbsp; risk to about 80% of the premises. Concluding, the minister notes that the offenders were recommended, letters were sent and notices of improvement were issued for compliance.
