Apocalyptic: The document sent by the PD to the leaders

The President of the Republic withdrew a letter from his file in order to respond to the criticism of the opposition regarding what he supports in relation to the solution of the Cyprus problem. What Nikos Anastasiadis will send to the political leadership in order to convince it that his position in the Cyprus issue remains firm in favor of the solution of a bi-zonal bi-communal federation, is the informal document he submitted to the UN Secretary General on September 22, 2017. A document which It is possible that the political leadership has already taken it into account, and which in any case had received enough publicity three years ago. In this document, the PD described the annexation plan that Turkey is promoting to the occupied territories.

The informal document had been prepared and sent in order for President Anastasiadis to explain in detail his positions on the developments in the Cyprus issue during that period, as the time available to them in the framework of the UN General Assembly in September 2017 was not enough. It should be noted that this was the first meeting that the PTA had with the UN Secretary General after the collapse of the talks in Crans Montana in July 2017.

In this informal document, President Anastasiadis in the first chapter entitled, “Way Forward” said in September 2017 the following:

First of all, I would like to make it clear that I remain sincerely committed to the process and convey my readiness to continue the negotiations within your six-point framework as a basis for the discussions that will take place, with a view to reaching a comprehensive solution that will be based on United Nations resolutions and the principles on which the EU is based.

· Regarding the external aspects of the Cyprus problem, our position, according to your context, and according to the written proposals submitted on 5 and 6 July [2017] is the following:

a) Termination of the Guarantee Agreement and the right of intervention from the date of entry into force of the solution, and:

Establish a strong security system, based on the United Nations Charter and the EU Treaties and the Council of Europe.

– The UN, as well as the relevant EU institutions, to ensure the smooth and safe implementation of the provisions of the solution.

b) Dramatic reduction from the first day of entry into force of the solution of all foreign troops and consequently reduction to the levels of 1960, with a termination clause of their stay.

· As for the four issues related to the internal aspects of the solution, we believe that they can lead to a strategic agreement if fundamental principles are respected. (The PTA records the fundamental principles concerning territorial adjustments, effective participation, property and equal treatment of Greek and Turkish citizens).

Concluding the first part of his seven-page letter to the UN Secretary General, President Anastasiadis had suggested that any new Conference on Cyprus be preceded by “preparatory work” which would be returned to the Secretary-General “to assess the positions and intentions of all parties involved and to assess whether there are suitable conditions for the resumption of the Conference “. Finally, he noted the need to avoid unilateral action and to promote mutually acceptable confidence-building measures which are in line with United Nations Security Council resolutions. And one such MOE was to return Varosia to its rightful inhabitants.

Support and the Berlin announcement

The position of the Government is that that letter of President Anastasiadis to the UN Secretary General of 2017 was the basis on which the Secretary General relied and the two sides were led to the meeting in Berlin in November 2019.

Antonio Guterres' statement of November 25, 2019 stated, among other things:

– Both leaders welcomed my commitment and reaffirmed their commitment and determination to reach a settlement based on a bi-zonal and bi-communal federation with political equality, as set out in the relevant Security Council resolutions, including 1991 resolution.

– The Turkish Cypriot leader and the Greek Cypriot leader agreed that achieving a comprehensive settlement of the Cyprus problem within a predictable time horizon is of the utmost importance for the future prosperity of both communities and that the current status quo is unsustainable.

– The Greek Cypriot leader and the Turkish Cypriot leader reaffirmed their commitment in the Joint Declaration of 11 February 2014, the previous convergences and the six-point framework I submitted on 30 June 2017 with a view to reaching a strategic agreement that will pave the way for a comprehensive settlement .
