Until the Parliamentary Committee on Finance “gets rid” of the promotions (a process that is in progress), the requests of the ministries and the various services continue to reach dozens in Parliament. On Monday, the members of the competent committee will be asked to approve the thawing of another 172 positions, the majority of which concern promotions in the public sector.
These are 161 positions in the Ministry of Finance, of which 140 are promotion positions and 21 are first appointment and promotion positions. As the ministry notes in a letter to the Parliament, the filling of the specific positions is necessary for the smooth and orderly operation of the Ministry of Finance and the General Accounting Office. Out of the total number of positions, 101 will cover the needs in the Department of Public Administration and Personnel, 39 in the Department of Taxation, ten in the Statistical Service, two positions in the Printing Office and five positions in the General Accounting Office.

Also, a request was sent to the Parliament for the thawing of six positions of promotion and first appointment, as well as promotion, to the Ministry of Health. This is a position of first health visitor, two positions of clinic director and a position of assistant director of clinic, in medical services, a position of clinic director in mental health services and a senior chemist in the General Chemistry of the state.
In addition, a post of promotion of an assistant civil defense officer and four positions in the Human Resources Development Authority (HRDA) is required to be thawed. The promotions in HRDA concern a position of senior management and staff officer, a position of administrative officer and two positions of human resources officer.

The aforementioned requests may be among the last to be considered by the members of the Parliamentary Committee on Finance, as next Thursday the DISY and DIKO bill is submitted to the Plenary Session of the Parliament, which differentiates the process of thawing promotional positions in the public sector. and in the wider public sector. With the process implemented from 2017 until today, & nbsp; the role of the & nbsp; Parliament is catalytic, which has the final say. A process, however, which causes inconvenience, delay, confusion and administrative costs. With the bill of the two parties, the promotions will not pass through the Parliament and the requests from the competent departments will be directed directly to the Public Service Committee (EDY).
The Ministry of Finance disagrees with the bill, which considers that the proposal regulates the issue individually. In fact, during its debate in Parliament a few days ago, the ministry insisted on the bill that is being drafted, which will remove all bans on recruitment that are in force since 2013. It is worth mentioning that last April the competent ministry had reached an agreement with trade unions to repeal the ban law.
