The adoption of the bills concerning the evaluation and promotion of civil servants, which are included in the wider reform of the Civil Service, is welcomed by the Board of Directors of the Independent Civil Servants Union of Cyprus (ASDYK substantial public reform awaits.

According to him, after a long delay and many years of consultations (2015 the first submission of bills to Parliament), a small, but substantial, step was taken that focuses exclusively on changes related to the human resources of the Public Service.

In particular, ASDYK notes, the first legislation amends the Law on Public Service and applies the continuous training of EDY members, the use of structured evaluation forms, the access of candidates to the documents of procedures that concern them, without the permission of the Court, and is introduced the new institution of interdepartmental positions.

“The second piece of legislation concerns the evaluation of employees for the purposes of promotion, interdepartmental promotion and first appointment and promotion with the ultimate goal of selecting the best candidates to fill the promotional positions. “The distorted criterion of seniority, which was an essential qualification for promotion, is being abolished, the unacceptable system that wanted all civil servants to be 'excellent' is being abolished, and the candidate's skills, abilities and performance are being measured,” he added.

He also states that another essential element that is introduced, concerns the summary of an amendment that provides for the anonymous evaluation of the heads of Departments and Services by their subordinates.

“The introduction of this regulation was from the beginning a position of ASDYK, which we have been setting for years, as we estimate that the existence of a circular evaluation will help in the upgrading of the Public Service. This provision was claimed and documented until the end by our Guild and we are particularly honored by the fact that the majority of the Parliament was convinced and voted in favor “, he notes.

The Board of ASDYK considers that the passed legislation does not reflect in the reform of the Public Service.

“There is still a wide field of action in this direction,” he said.

ASDYK notes, finally, that it will continue its efforts to promote issues aimed at the most substantial reform of the State, related to the organization, adequate staffing, strengthening of staff mobility, the consolidation of digital transformation and governance, and time-consuming processes, productivity improvement and others that will contribute to the real modernization and more efficient operation of the Public Service, so that it responds to the ever-changing socio-economic conditions and challenges.
