The grant of ATA is a necessary condition for dealing with the increase in the cost of living and maintaining the standard of living (level of quality and well-being of life) of each employee and is not a salary upgrade/increase, but a measure to preserve and/or restore the purchasing power of wages in times of inflation, states the pan-Cypriot trade union Equality in its memorandum to the Minister of Labour.

In an announcement of the guild, it is stated that two procedures for its regulation must be carried out, it is added. “One to concern the Public and Wider Public Sector (“D&EDT”) and the other to the Private Sector (“IT”)”. In the first instance, he explains, the contracting parties to reach an agreement must be the employer (the State) and the workers' representatives (Unions). In the second, he continues, the contracting parties must be the representatives of the employer side (OEB, KEBE and any other employer organizations) and the representatives of the employees (Unions) active in IT.

He expresses the position that ” The OEB and the KEBE have no legal interest and are not authorized to be parties to a negotiation on whether ATA will be granted and at what percentage for the employees of the Δ&EDT”. Equality argues that the institution of ATA should be extended to the private sector and cover all professional activities involving salaried work.

The guild believes that ATA should be calculated every six months, on January 1 and on July 1 of each year, based on the change in the Consumer Price Index, as calculated by the Statistical Service, regardless of the positive or negative growth rate of the economy. “If the change in the Consumer Price Index has a positive sign, ATA should be granted at a rate of 100% of the six-monthly change in the Consumer Price Index. If it has a negative sign, there should not be any reduction in wages”.
