Serious, negative, cumulative and irreversible effects on the conservation objectives of the Special Protection Zone (SPA) Akamas Peninsula, locates and points out in its position the Hunting and Fauna Service, in the context of the special ecological assessment process (due diligence) Akamas plan. The Thera Service in a relevant letter, dated 17.05.2022, to the Environmental Authority, in the context of the operation of the Ad-Hoc Committee for Special Ecological Assessment, provides answers to the questions raised by the members of this committee and concludes by quoting her positions. The data and the positions of the Thera Service, among others, indicate that the legally binding and essential terms of the initial Opinion of the Environmental Authority, dated 07.10.2021, were not adopted by the Urban Planning Council.
Specifically, the Thera Service emphasizes that there are expected to be negative effects but also cumulative effects from several proposed urban areas and/or policies and these could be eliminated and/or significantly reduced if there are specific changes/modifications in terms of examination of the Revised Local Plan. These are: & nbsp;
& nbsp; 1) Do not apply the Individual Housing policy in the Akamas Peninsula area, as it affects multiple and cumulative objects of protection.
2) Ensure that along the road network leading from the communities to Akama National Forest Park (Secondary Road Network), no development will be allowed. There was a condition in the previous opinion that is not addressed.

3) The issue of the visitable farm is not well regulated and will have significant implications. If this policy is to be implemented it should be regulated and limited to the core of the communities (eg up to a maximum of 300 m from the development limits).
4) The area of the proposed specialized zone in Ineia, Drousia and the western half of Kathikas-Arodes will have a negative impact.
5) The expansion of the tourist zone T3a2a in Neo Chorio should not apply within the areas where there are arcs/gorges (Argakia of Platani, Almyra, Vatos, Pefkos and Halavros, as well as the rivers Sinnoros, Petratis and Magoulina)./p>
6) The Tourist Zone in Inia T3δ2 should be limited and moved to the proposed T3δ5, so as not to create a second core away from the community.
7) The definition of area Ka10c * in the area of Neo Chorio should leave a safety distance (buffer zone) of at least 200 m.8) The area of the new proposed Quarry Zone in Androlykou will have negative effects. Overall, it is estimated that the new proposed Androlykos Quarry Zone will affect one territory (impact area of nesting, feeding and dispersal) of the spotted eagle (Aquila fasciata), one area (impact area of feeding and dispersing area) of the bipolar (Buteo) impact of feeding and spreading area) of Zanos (Falco peregrinus). Kraga (Coracias garrulus) will also be affected in nesting and feeding areas.
It is noted by the Thera Service that the percentage (%) of saturation of the existing residential areas in the area of the Local Plan under preparation is only 17%, while the percentage (%) of saturation of the existing tourist areas is only 19%. With these data, the extensions and especially the definition of new development zones away from the core of the communities should be considered, since there are significant implications.
Implications for important bird species Furthermore, according to the Thera Service, the overall impact on important bird species is:
Trypomase (Sylvia melanothorax), and Scalifurta (Oenanthe cypriaca):
b> Some degree of impact is expected for a part of the species population outside the SPA area, but the degree of impact is difficult to estimate.
Aquila (Aquila fasciata): There will be an overall impact of a species area within a nearby nesting area, as well as a part of the species feeding and spreading area.
Buteo rufinus: There will be an overall impact four domains of the species in nesting areas, as well as in four respective feeding and spreading areas.
Zanos (Falco peregrinus): There will be a total impact of two domains of the species in nearby nesting areas, as well as in two respective feeding and spreading areas of the species. nesting and feeding areas of the species.
No legally binding and essential terms of the Environmental Authority were adopted
On 07.10.2021, the Environmental Authority issued the Report for the Special Ecological Assessment Study (Due Assessment) and the Strategic Environmental Impact Assessment Opinion for the Akama Local Plan.
According to the conclusion of the Report for the Special Ecological Assessment Study: “The Environmental Authority, in this initial assessment, has identified that urban planning, as proposed, may have a negative impact on the areas of the Natura 2000 Network […] and for this reason it is necessary to abolish or change the zones and/or modify their provisions, in order to ensure that they do not affect the species and habitats in the areas of the Natura 2000 Network “.
Also in line with the conclusion of the Opinion on the Strategic Environmental Impact Study: Policy Statement, it seems that it needs significant improvement, therefore it suggests the revision of its provisions “.
However, based on the most recent decisions of the Town Planning Council, which were taken at its meeting on 11.01.2022, virtually none of the legally binding and essential terms of the Report for the Study of the Special Ecological Evaluation and the Strategic Opinion are adopted. Impact for the Akamas Local Plan.
The conclusions of the initial assessment do not differ substantially
According to the Department of Environment itself, The conclusions of the initial assessment do not differ substantially from the updated Strategic Environmental Impact Assessment and Special Ecological Assessment Study of the revised Akamas Plan, as changes in the provisions of the Natura 2000 in the Akama Peninsula, ie the Special Conservation Zone (for natural habitats as well as the wild flora and fauna) and the Special Protection Area (for poultry), may not change the results of the initial assessment carried out.
