There are many closed and abandoned shops in the commercial streets of our cities, which were closed due to the financial crisis or due to the unplanned licensing policy of the malls. But anyone who walks in the neighborhoods will confirm that there are many abandoned houses and buildings there for reasons that have not yet been investigated.

The reality is that in Cyprus no one was seriously concerned with improving the situation in the neighborhoods of our cities as the Dutch, for example, do so successfully.

This is emphasized by the president and MP of the Ecologists-Citizens' Cooperation Movement, who addressed the Parliament. There are many reasons why we should seriously consider how to manage homes in particular for various reasons, says Charalambos Theopemptou, pointing out some of them, such as:

“They can easily become dangerous, they have bad aesthetics and reduce the value of property in the area, very often in vacant homes gather people who cause inconvenience and insecurity to residents and can make construction even more dangerous. “

It is not right to have people who need housing and these houses remain empty, Mr. Theopemptou points out, noting that with the ever-increasing population the need for housing is constantly growing and the city is forced to expand, causing a number of problems.

“In Cyprus we do not have any policy for managing such cases and we should consider a number of alternatives,” he said. “The first problem is the legal issues concerning private property and the protection provided to it by law. We had a similar problem when the discussion took place, e.g. for clearing plots or creating fire zones in private land adjacent to forests.

The first step should be to locate the buildings and enter them in a register so that we can then apply a series of measures. Such is the German practice of additional property taxation in a residential area that has been unused for over three years as a measure of pressure on owners.

The existence of such a register will help the Local Authorities to make targeted inspections for dangerous buildings but also with legal coverage to be able to enter the plot, clean the yard and charge the owner as is done with the empty plots “.

A more advanced action, observes the president of ecologists, would be to use these housing units by the state for the accommodation of low-income families who now, for example, receive rent allowance. The state will be able to directly entrust to a Social Enterprise to locate such buildings and undertake on behalf of the state the conclusion of long-term rental of the building, its repair and after its delivery to the competent services for use by families in need of housing, supports.

“With the construction techniques now available, it is even easier to repair a building. “There are solutions, but it takes will, the appropriate legislation and the result can only be positive”, he concludes.
