Consultation with the Trade Unions on the proposals for institutional innovation has been completed

Until May 2023, a new staff recruitment process will be designed and consulted.

The consultation on the proposals for institutional innovation and the key parameters that make up the evolution of Cyta's staff has been successfully completed. In a statement from Cyta to the staff, it is noted that the discussion will continue in order to determine the details, the implementation plan and the further amendments that may be needed in Legislation, Regulations or Decisions of the Organization, with the aim of being completed by May 2023 and submit what is needed for state approvals. With the changes that were agreed, the belief is expressed that time-consuming problems such as the upgrade of hourly wages to monthly employees of Indefinite Time Private Law, the regulation and equalization of the rights of the staff of the subsidiaries with the category of monthly employees of Indefinite Time Private Law, the provision of incentives, benefits, training, mobility and advancement for all staff, and creating flexibility in hiring new staff.

The information about the completion of the consultation was disclosed on social media by the president of the organization, Michalis Ioannidis, who had previously revealed to “K” the organization's intention to proceed with institutional changes in the organization's operation.

The parameters:

A. Hourly Staff (All)

All Hourly Staff who meet the conditions set by the legislative framework will be upgraded to Permanent Staff and will be sought to be included in the new “Occupational Pension Benefits Plan in the State Service and in the Wider Public Sector”.

In addition, the same treatment will be ensured in relation to the provision of Automatic Indexation that will be enjoyed by the other categories of staff.

B. New Category of Monthly Private Law Staff (selectable Hourly Wage

Staff included in the New Category and New Hires)

A new category of monthly private law employees is created and the largest eligible part of the Hourly Staff will be given the right to join the new category if they so wish and if they are not found to have any other obstacle.

Staff joining the new category will be paid a fixed monthly salary plus gratuity calculated on the basis of a Performance Linked Pay Plan or Sales Based Commission (depending on the role).

In addition , there will be the following benefits:

1. Participation in the new “Occupational Pension Benefits Scheme in the Civil Service and the Wider Public Sector”.

2. Automatic Price Index Adjustment corresponding to the Monthly Civil Servants.

3. A one-time increase of 5.75% on the monthly salary of each employee as a result of joining the new category.

4. Payment of 0.5% of salary for Medical Care Fund.

5. Payment of 0.5% of salary for Welfare Fund.

6. Total staff hours will be equivalent to existing monthly staff.

7. The permanent private law staff will enjoy overtime benefits, holidays and sick leave under the same conditions as the rest of the Organization's staff. the following apply:

1. Advancement through promotions (e.g. shopkeepers, team leaders, etc).

2. Ability to Reassign or Move from role to role based on duties, qualifications and requirements of the role.

Finally, the following will also apply to said personnel:

1. Incorporation of Provision for Staff Reassignment into the Staff Regulations

2. Special scoring for cases of inclusion in the categories of Public Law.

3. Possibility of transfer according to Cyta's needs.

4. Differentiated salary progression based on staff performance in addition to the fixed monthly salary.

5. Within one year of joining, it will be sought, where necessary, to redefine the description of duties and qualifications and, if possible, the inclusion of all employees in the new roles based on the duties performed.

The new category of monthly private law employees and the definition of key roles, main qualifications and duties and placement on scales will be discussed and agreed with the Trade Unions until May 2023.

When fully concluded and implemented any new salary benefits will take effect from 1/1/2023.

C. Affiliate Personnel Used by Affiliates to Offer Cyta Services

The same will apply to the corresponding Cyta Monthly/Hourly Staff and will ensure that the terms of employment are aligned according to the role they perform. Further, staff will be sought to join the new 'Civil Service and Wider Public Sector Occupational Pension Scheme' (where possible).

Staff will continue to be employed by the relevant subsidiary company. .

D. Remaining Monthly Staff of Affiliates

It will be sought to include the above staff who have completed 30 months in the new “Occupational Pension Benefits Scheme in the Civil Service and the Wider Public Sector” (if this is possible).

E. Existing Monthly Public Law Staff

In all existing categories of monthly public law staff, the terms of employment will be kept intact and the following will be added:

1. Addition of an Annual Plan of additional one-off performance-related pay or sales-based commission (depending on the role) for exceptional performance provided that the Board determines each year that the HRD reflects the actual performance of staff and provided that no risk is identified to exploit the institution to manipulate either increments or gratuity, either in other categories or for the category of existing monthly employees.

2. Maintenance and implementation of the relevant provision for Reassignment of personnel that already exists in the personnel regulations.

F. Category of Monthly Public Law Personnel (New Recruitments)

The new recruitments of Public Law personnel will be made in a differentiated category of public law personnel which will be a continuation of the existing personnel category with modifications but in the design for the defining key roles, main qualifications and duties and in ranking.

Staff recruited into the new category will be paid a fixed monthly salary plus gratuity calculated on the basis of a Performance Linked Pay Plan or Sales Based Commission (depending on the role).

In addition , existing benefits will be maintained. Regarding the promotion of the monthly staff of public law that will be hired from the implementation of the plan and from now on the following will apply:

1. Advance with promotions

2. Possibility of Reassignment or Movement from role to role based on the duties and qualifications and requirements of the role.

Finally, the following will apply to said personnel:

1. Retention and implementation of the provision for Reassignment of personnel already existing in the personnel regulations.

2. Differentiated salary progression based on staff performance in addition to the fixed monthly salary.

3. Within one year of joining, a description of duties and qualifications will be sought.

The new category of monthly public law employees and the definition of basic roles, main qualifications and duties and placement in scales will be discussed and agreed with the Trade Unions until May 2023.

G. Category of Additional Personnel with Contract

The Organization will be given the possibility to temporarily integrate a small (pre-agreed) number of personnel with private law contracts, into positions of the Organization held by public law personnel, provided that their positions are additional to the number of existing public law positions.

H. Recruitment

Until May 2023, a new, more flexible than the current procedure that can be applied to all categories and within the framework of proposed legislation specific to Cyta will be designed and consulted .

Th. Performance Management System (Total Staff)

The Performance Management System will be put under consultation before the Council's Personnel Committee, for continuous improvement, taking into account the positions of the Trade Unions as well as the relevant Consultants of the Organization.

I. Management for Reduced Performance (Total Staff)

For SDA scores below 2.49, inclusion in a support and training mechanism will follow.

In their announcement, the trade unions of EPOET(OHO)SEK, ASET-Cyta, PASE-ATIK (POASO) and SIDIKEK(PEO)-Cyta, state that the conclusion of this course of the last months with the signing of the memorandum of understanding , it is not the end of the road but, within the agreed framework, the dialogue on all issues will continue and intensify, with the aim of soon having a definitive agreement proposal with the Organization's Management, for the future of Cyta.

As is already known, last Tuesday, January 31, 2023, in a modest ceremony which took place in the Great Meeting Room of the Board of Directors at the Head Offices, the Memorandum of Understanding regarding Institutional Innovation and the evolution of the Staff was signed.

In order to reach this conclusion, several months of negotiations took place between the four trade unions, EPOET(OHO)SEK, ASET-Cyta, PASE-ATIK (POASO) and SIDIKEK(PEO)-Cyta, together with the Administration and Management of the Organization and painstaking and very hard work was required from the negotiating teams of the trade unions, always in full consultation with their collective bodies.

Here we must express our appreciation and satisfaction for the handling of both the Chairman of the Board of Directors, Mr. Michalis Ioannidis, as well as his colleagues on the Board of Directors, for the respect they showed towards the positions of the trade union movement and their flexibility to adjust the positions of their side, in relation to the sensitivity and reservations of the CNs. The trade union movement in Cyta, united and strong, proved once again that its action is governed, apart from the responsibility and rationality that has always characterized it, by modern concepts and policies, which align the effort for sustainability and further development of the Organization, together with the well-meaning interests of the employees. We dared consciously and with full awareness of our aspirations, understanding the messages and imperatives of the times, to proceed with a huge change in the Structure, in the operation and flexibility of the Organization, in the evolution and upgrading at all levels, of a large portion of employees, such as Hourly staff and employees in subsidiaries, as well as in the introduction and development of modern and merit-based evaluation, promotion and remuneration methods.

The conclusion of this course of the last months with the signing of the memorandum of understanding is not the end of the road in this process. Within this agreed framework, the dialogue on all issues will be continued and intensified, with the aim of reaching a definitive agreement proposal with the Organization's Management, for the future of Cyta, always within the framework of its Public character and its mission as the largest provider of telecommunications services in Cyprus.

We want to assure you that the trade union movement at Cyta will always be at the forefront of developments. Supporter and fellow traveler in every effort to maximize the value of the Organization, for the benefit of the employees and society in general, but at the same time a sleepless guard to protect the well-intentioned interests of the staff from any scheming.
