Department of Land Registry: Campaign to reduce the number of false identities

A campaign in 2023 to reduce the number of false identities will be launched by the Department of Cadastre and Land Surveying (CCC), as stated by the Director of the Department Elikkos Ilias to KYPE, adding that for this reason an information brochure was posted on the Cadastre Portal entitled &laquo? Registration in the Registers of the Department of Lands and Surveys (TCX) of a unique identification number for each owner.

As Mr. Ilias explained, this problem arises from the fact that a property is not registered in the registers of the Land Registry with the owner's identification number and this can happen, as he said, “because the TKH, as the oldest Department of Cyprus, has been operating since 1858, many years before the owners acquired their own identity number as citizens of the Republic of Cyprus.

“Until 1999, when the TKX implemented its computerized system, it could accept legal transactions without the mandatory registration of the identification number,” he said and added that “in order for the computerized system to work even where there was no identification, it was registered for the owner of a property, a random integer and this is the main reason the problem with fake identities was created.

Mr. Ilias emphasized that there is no cause for concern for the owners, adding that in the era of digital transformation and e-government, it is important to resolve this problem.

He added that for everyone for the above reasons, an information leaflet was posted on the Land Registry Portal entitled “Registration of a unique identification number for each owner” in the Registers of the Department of Land Registry and Land Surveying.

He said that the pamphlet mentions the ways in which citizens can make sure that for each property registered in their name in the TKX, their identity number is registered and if not, the two ways in which they can correct it.< /p>

Regarding the ways in which the control can be done, Mr. Ilias told KYPE that citizens can control it in three ways.

Specifically, he stated that if the citizens have in their possession the Real Estate Registration Certificate (Title), in the "Distinctive Number" of the owner's details, to make sure that their Identity Number/ARC is written and not any other distinguishing number.

If they have a Real Estate Survey Certificate, as he said, to make sure that at the top of the certificate , under “Owner''/`Affected Person''/`Name for which inquiry was made', their Identity Number/ARC is written and not any other distinguishing number.

He also said that citizens can access the Land Registry Portal's online applications that list properties (Certificate of Real Estate Registration, Survey Certificates, etc.) and "make sure that all their properties are listed".

In relation to the ways in which correction can be made, Mr. Ilias said that if during the above check it is found that the Owner's Identification Number/ARC is not written on one or more of his properties, this can be corrected, without payment of any fee, in two ways

In particular, the Director of the TKX said that the first way is by submitting an electronic application "Property Declaration", through the Portal of the Land Registry (https://eservices.dls.moi .gov.cy).

He added that the correction can be made with the "Registration of Property Data". It is required to attach/upload a copy of both sides of the Identity Card/ARC and the relevant Real Estate Registration Certificates (Titles) or by "Attach details of the property(s)».

With this option , he continued, there is no need to register property details. It is required to attach/upload a copy of the two sides of the Identity Card/ARC and the relevant Real Estate Registration Certificates (Titles).

Regarding the second way, Mr. Ilias told KYPE that by completing and submission of the “Current Owner Information Update” application by e-mail, adding that the application is available in the Application Forms of the Land Registry Portal.

Required Documents, according to Mr. Ilias, are the completed Application: "Update of Current Owner Details", a copy of the two sides of the Identity Card/ARC, copy(s) of Real Estate Title(s), reference to postal address and contact numbers and any other document deemed to help in identification.
