“Those who approved the applications are also responsible, ie the Council of Ministers,” Dimitra Kalogirou, Chairman of the Hellenic Capital Market Commission and member of the Investigative Committee for the Cyprus Investment Program and Naturalization, told Politis 107.6 & 97.6.

“All the conclusions are recorded and there may be criminal responsibilities”, noted Ms. Kalogirou, adding that “we have both political and disciplinary responsibilities”. He also mentioned the three terms of reference they had as a Research Committee. “From the natural persons who were naturalized, 3170 show that 33.58% did not meet the criteria at the time the naturalization was issued,” he noted. He also explained that a 10% is high risk. Ms. Kalogirou noted that “after the summer of 2020, the law passed and naturalizations are now legal.” “As the years went by we had more naturalizations and there was no basis and legal framework, despite the fact that naturalizations were reduced,” he said.

We had three terms of reference, said Ms. Kalogirou who was:

• If the applications were implemented correctly at the time of the examination based on the legislation in the then regime
• Any liabilities from anyone involved in acts or omissions
• Initiation of the process of deprivation of some investors and which investors.

“I believe these three terms of reference were fully fulfilled in a short period of time. We have fully examined the deposits and documents that we had before us as well as all the applications and we found some findings which are recorded in the conclusion “added Ms. Kalogirou.

“We have found some findings and they will be announced.” So, he repeated, it is premature to say that there is nothing for anyone. “As we mention, there are ethical and political responsibilities but possibly also criminal ones,” he stressed. He clarified that “our role is research. We recorded findings and conclusions. It is not our jurisdiction to take responsibility. “

“It is clear that illegal naturalizations took place and in our opinion the 53% that were naturalized outside the legal framework are illegal”, concluded Ms. Kalogirou.
