A letter to the Minister of Finance for the submission of budgets of legal entities under public law (NPDD) for the year 2022 to the House of Representatives, was sent by the Finance Committee of the Parliament, expressing its strong dissatisfaction for the non-compliance of a large number of legal entities. as well as the competent Ministries with the obligation to submit to the Parliament the budgets of legal entities of public law for the year 2022, within the legal time frames.
The letter was sent today, on behalf of the Committee, by the Chairwoman of the Parliamentary Committee on Finance, Christiana Erotokritou.
Among other things, the letter states that the Commission is not committed to examining the budgets of legal entities under public law, which have not been legally deposited so far, within the narrow timeframe remaining until the end of February 2022, when the allowed twelve volumes will be exhausted.
“The Commission declares that the affected legal entities under public law, as well as the competent Ministries are solely responsible for the possible operation of legal entities under public law illegally after the expiration of this deadline. The Commission states that it fully reserves the right to examine the budgets of legal entities under public law that will be submitted to it from now on, based on its wider pending issues and priorities that extend to other bills and draft laws “, it is noted.
In her statements after the end of the Committee meeting, Ms. Erotokritou said that the Finance Committee today went ahead and examined five budgets of legal entities under public law, which were submitted by some on time, some on time.
“However, it is with great dissatisfaction that we have identified that a large number of legal entities under public law have not yet submitted their budgets to the House of Representatives,” he added.
Therefore, Ms. Erotokritou continued, a letter has been sent today by the Finance Committee, “according to which we inform that the Commission is de facto obliged to declare that it is not obliged to examine the budgets of legal entities under public law, which have not been deposited so far within the narrow timeframe remaining until the end of February 2022, when the allowed twelfths will be exhausted “.
“As is well known, these Agencies can operate on a twelve-year basis until February 2022. The fact that these budgets have not been tabled creates a major problem in the work of the Commission, which is in charge of many urgent bills, mostly concerning the Recovery and Sustainability Fund and therefore we inform that those legal entities under public law, which have not yet submitted their budgets, obviously can not demand that these budgets be examined within the next one or two weeks in order to be led to the Plenary session until the end of February 2022 “, he added.
Observing that it is an old story that some BoDs do not submit their budgets on time and whether there will be responsibilities for the first time against BoDs, Ms. Erotokritou said that these responsibilities can neither be assumed nor imposed by the Commission. Finance.
“However, I agree with you that this is a practice that has been followed in recent years. It is a distortion that has been followed in recent years. “The distortions in this place must have an expiration date, and with regard to this particular distortion, the Finance Committee declares that this distortion is ending here and today,” he added.
Asked if there is a case of employees of some governmental organizations not being paid in March, if their budget is not approved, Ms. Erotokritou said that this is the reason why the Parliamentary Finance Committee patiently tolerated this process.
“It simply came to our notice then. “I repeat especially when this delay still exists and now takes the form of contempt,” he said.
“It is one thing to be a few days or a few weeks late, it is another thing to be a few months late because this no longer enters the realm of reason and what is expected to be something that can happen but now enters the realm of contempt,” he concluded. .
