DSMK: In Autumn 2025 the start of a competitive electricity market

The operation of the competitive electricity market (AAH) is expected in the autumn of 2025, according to the progress report submitted to the Cyprus Energy Regulatory Authority ( CERA), the Cyprus Transmission System Operator (TSO), as announced by CERA.

At the same time, CERA states in a statement that the final receipt of the electricity market management system software is expected by March 31, 2024, the staffing of the DSMC with shift staff for the operation of AAH “is still pending”, while the impartiality of the DSMK.

The Authority reports that the TSMC has informed it that “while the above important actions remain pending, a safe transition to an AAH environment cannot be ensured” and that “these pending actions are critical milestones and determine the start date of the final trial period, where all systems will be tested in simultaneous operation under real conditions”.

“Until the implementation of the above, the participants will continue to be active through the individual controls and tests already carried out by the DSMC”, he says and adds that “already, they have the possibility of unhindered access to the test platform of the MMS software, in order to continue the testing the functionality of the systems they develop with the MMS software”.

Specifically, in the announcement, following a recent update received from the DSMC regarding the progress of the works in the year 2023 and the resolution of outstanding issues related to the start of the full operation of AAH, CERA states that the DSMC has received, under conditions, the Market Management System (MMS) software, on March 31, 2023 and “the pending issues for the final acceptance of the software are expected to be completed by March 31, 2024”.

He adds that according to the regulatory framework, the MMS system software will be audited by an independent body for its consistency with the Electricity Market Rules.

With reference to the meter data management software system, CERA reports that the DSMK plans to check the meter data entered into the MMS software system by the Meter Data Management System (MDMS), of the Distribution System Operator (DSM) according to in the first months of 2024.

“The audit will demonstrate the degree of reliability of the metric data used for clearing purposes” and “any problems are expected to be identified and corrected so that during the next market test period the metric data used for market clearing is fully and reliable”, adds the regulatory authority.

Until now, the impartiality of the DSMC has not been achieved

In relation to the impartiality of the DSMC, CERA reports that “the impartiality obligation of the DSMC, as the Market Operator, and which should be completed and certified before the commercial operation of AAH, has not been achieved to date, despite the progress made has been noted with the publication of the Electricity Development (Amendment) Law of 2023 on November 6, 2023, where an obligation was imposed on the EAC to issue Regulations within four months”.

He adds that after the issuance of the Regulations and with the issuance of a relevant Decree by the Minister of Energy, Trade and Industry, the EAC in cooperation with the DSMC will invite in writing each member of its staff who serves and is subordinate to the DSMC as he has declared an interest in being transferred from the EAC to the DSMC.

At the same time, CERA reports that DSMC implemented the first phase of the project in relation to the certification of DSMC based on the Provisions of Article 80 of the Regulation of the Electricity Market Law of 2021 (L. 130(I)/2021) which provides the impartiality and independence of the DSMC, in accordance with CERA Decision No. 28/2022.

Regarding the staffing of the DSMC, CERA states that “the staffing of the DSMC with shift personnel for the operation of the AAH, which is a necessary condition for the electricity market to be able to operate with shift hours, is still pending”.

“To date, on September 1, 2023, the two management positions of DSMC, Director of System Operation and Director of Market Operation, provided for by the Electricity Market Regulation Law of 2021 (L. 130(I)/2021),” he states adds that “the appointment of the two Directors was a condition for the staffing of the DSMC, since the two Directors are members of the Extended Special Committee of the DSMC, which is responsible for the recruitment of the rest of the staff”.

In the announcement, CERA states that it has given instructions to the DSMC as “after consultation with the members of the Extended Special Committee of the DSMC, which is responsible for the recruitment of the rest of the staff of the DSMC to plan all recruitment procedures (which in a public law organization are time-consuming), to speed up and update the schedule of staff recruitment actions”, to publish an updated schedule of the actions required until the start of the AAH operation and to inform all interested parties with announcements on its website about the progress of the work for the operation of AAH every six months.

The Authority assures that it will monitor the developments as they have been formed and when deemed necessary will come back with a new announcement.

Finally, CERA reminds that in the year 2022, the Cyprus Transmission System Operator (TSO) in its capacity as the Market Operator has proceeded with two different periods of trial operation of the competitive electricity market, which demonstrated the need for improvement changes in the electricity market management and management software measurement data as well as the staffing of the DSMC with its own staff in order to end its dependence on the staff of the Cyprus Electricity Authority (ECA), so as to create the conditions for it to be able to operate impartially.
