ETEK: Every intervention in a public space must ensure its ecological and aesthetic value

The Scientific and Technical Chamber of Cyprus (ETEK) expresses its firm position that any intervention in the public space must ensure its ecological and aesthetic value, but also promote an inclusive and participatory planning process that complies with international good practices.< /b>

It is added that “the recent reactions to the remodeling of Pattiche Park in Larnaca are indicative of wider debates on the design of public space, particularly places of environmental importance such as the Lady's Mile and the Municipal Garden in Limassol and the Forest Park of Akamas in Paphos. This fact equally highlights the value that is rightly attributed to such an important public good, as well as the importance of consultation before, during planning and when making decisions about public space”.

It is ETEK's firm position, the statement continues, “that every intervention in the public space must ensure its ecological and aesthetic value, but also promote an inclusive and participatory planning process that complies with international best practices. Drawing on sources of international and European literature, such as the National Parks and Recreation Association (NRPA) and the European Landscape Convention, planning should be based on principles to create parks that are inclusive, accessible, welcoming, sustainable, resilient and maintainable”.

It is added that “local authorities must create the conditions for these practices to be served, even beyond what is provided by law, since a sustainable urban environment is a public good to which all citizens have a right”.

According to the announcement “as ETEK, we maintain the strong position that public projects in environmentally sensitive areas, such as the Pattiche Park, must follow, in addition to the licensing process and consultation with departments and services of the state, as was rightly done, participative procedures that they listen to the community in the planning and decision-making process.”

“The Architectural Competition process is judged by the Chamber to be the most effective in presenting various design approaches and to select the most appropriate one, utilizing in its announcement the findings of the public dialogue that must have preceded it”, it is noted.

ETEK “invites local authorities that wish to proceed with public projects, especially in environmentally sensitive areas, to utilize the documents and procedures of the Architectural Competitions, but also the Chamber itself as a technical advisor for public consultation procedures and public involvement in decision-making”.

“Through an effective public consultation process, transparency and accountability are strengthened, the decision-making process is improved, the public and affected groups are given the opportunity to they participate in shaping issues that affect their lives and democracy is strengthened more broadly,” he adds.

The Chamber, the announcement concludes, “is processing the publication of a Public Consultation Guide and preparing the organization of training seminars for its members, with the aim of recording and disseminating the principles that are necessary to govern the public consultation process with the aim of being adopted by decision-makers”.
