As Europe is called upon to solve the natural gas (RF) supply puzzle in connection with the Russo-Ukrainian war, Cyprus is missing out on another golden opportunity that has opened up the world stage.
< p>The inability, for the last 20 years, of exploitation of the Natural Gas deposits located in the Exclusive Economic Zone (EEZ) of Cyprus, either with cooperatives with neighboring countries or with autonomous commercialization, leaves us mere spectators of what is happening, which otherwise would as energy protagonists. At the same time, the Republic of Cyprus continues to be one of the fastest players in Europe in terms of its general energy policy and the promotion of Renewable Energy Sources (RES).
The Scientific and Technical Chamber of Cyprus (ETEK), setting the field of Energy Policy of Cyprus as one of the main pillars of its strategy for the three years 2020-2023, prepared a special scientific study by a working group consisting of members who specialize in the subject. The results of the study showed that the slow pace of implementation of RES projects is due almost exclusively to the institutional, technical and administrative problems that continue to pose serious obstacles to the rapid development of RES, and in particular to the complex and time-consuming licensing procedures.
As the ETEK survey showed, although the respective governments were committed to meeting ambitious energy targets in general (eg use of VAT by 2009, 13% use of RES in 2020, etc.) due to various pressures ( discounts are made on the pretext that the discrepancies are small and the objectives will eventually be achieved. At the parade, however, it is understood that the goals set, which are a commitment to the European Union (EU), can not be achieved.
The implementation of a successful energy policy is multidimensional and requires, above all, a detailed description of the situation and rational targeting, reverent adherence to the goals and monitoring of the processes that lead to the achievement of the goals. Following the policy agreed at EU level in the context of the adoption of the National Energy and Climate Governance Plan (NESC), the Green Agreement and the previous strategies, the achievement of the 2030 targets is realistic as the technologies that will contribute to Achieving the targets by 2030 is already available.
Energy efficient technologies have, in many cases, high initial costs that prevent them from being accepted by the market. A two-pronged approach is needed: on the one hand, to strengthen research and innovation to reduce costs and increase efficiency, and on the other hand, to provide support measures to create business opportunities, stimulate market growth and tackle discouraging non-technological barriers. the innovation and the spread of efficient low carbon dioxide technologies in the market.
