In a lengthy letter to the Cyprus Energy Regulatory Authority (CERA), signed by its president, Konstantinos Konstantis, ETEK expresses serious doubts about the competitive electricity market model being promoted for implementation in Cyprus and calls on CERA and State to think twice and look at all the new data being created to ensure that competition does indeed lead to lower prices for consumers and not just a few private entrepreneurs.
Among other things, Mr. Konstantis emphasizes to CERA that “ETEK is not convinced that views based on general theoretical approaches to competition that support the need to reduce the dominant position of a state and strictly regulated monopoly (EAC) will lead beyond any doubt in the short or medium term in reducing the price of electricity “. ETEK requests that the special conditions of Cyprus be taken into account (small isolated system, anchorages that lead to high avoidance costs and pay as clear approach).

Elsewhere in the letter, which recommends the participation of the Chamber in the public consultation on the draft decision of CERA for not issuing other licenses for the installation of RES parks in the EAC, ETEK emphasizes that “the creation of competition conditions and the chosen electricity market model ( model of the EU) is not an end in itself, nor a panacea, if it does not ultimately serve the top aspirations of the state (…) and in particular the protection of consumer interests, with an emphasis on households and small and medium-sized enterprises and creating conditions for reducing the price of electricity “.
According to ETEK, the top priority of the State and all competent authorities should be the security of energy supply and ensuring the continuity of the reliability of electricity supply and “immediately after (…) any action or design must protect the interests of consumers and has the ultimate goal of reducing the price of electricity “.
It is clear from the letter of the president of ETEK that the Chamber maintains serious reservations about the possibility of this competitive market model to lead in the short or medium term to reduce electricity prices for the vast majority of consumers. ETEK states: “It is a fact and it has been confirmed from the facts that in the small and isolated electrical system in Cyprus, with the choices that have been made, it is difficult for the next 7 years at least to have competition between conventional production and production from renewable energy sources.” . ETEK's point is also serious that “the transitional (competition) market, as it is structured, has favored much more specific entrepreneurs, despite the far-reaching goal of reducing the price of electricity, mainly to households and small and medium-sized enterprises.” He adds: “The Chamber feels obliged to re-submit its doubts as to whether the target model, which is admittedly widely applied in Central Europe, is the most appropriate under the circumstances and special circumstances for Cyprus. However, this is an issue that the coordinated State must duly consider, if it deems appropriate, especially if fundamental assumptions or conditions have been differentiated that led it to adopt this model. “
As for the draft for not granting other RES licenses to the EAC, ETEK expresses disagreement and stresses that “allowing the regulated EAC to develop RES systems in a reasonable way is undoubtedly in the immediate interest of the consumer and finally supports the faster ».
