Eurostat: Male rule in administrative positions

Women continued to be under-represented in administrative positions in the EU in 2020, according to data released today by Eurostat, the EU's statistical office.

In the third quarter of 2020, more than 9.5 million people held administrative positions in the EU. Of these, 6.2 million men and 3.3 million women. Although women represent almost half of all employees in the EU (46%), they are under-represented among managers (34%)

With some fluctuations, the share of women has gradually increased each year to date from almost 30% in the second quarter of 2002, when the Eurostat timeline began.

Among EU Member States, the largest share of women in management positions in the third quarter of 2020 was recorded in Latvia (45%) and Poland (44%), followed by Bulgaria, Hungary, Slovenia and Sweden ( from 42%).

At the opposite end of the scale, women represent only a quarter of managers in Croatia (24%), the Netherlands (26%) and Cyprus (27%). In Greece the percentage is 29%.

Meanwhile, in the third quarter of 2020, the employment rate in the EU (for people aged 20-64) was 66.6% for women and 78.3% for men, corresponding to a gender gap of 11, 7 percentage points.

This gender gap in favor of men was observed at all levels of education.

However, the lower the level of education, the greater the gap between the employment rates of men and women.

Specifically, 86.9% of men and 80.5% of women were employed at the high educational level. In contrast, the employment rate for men with a low level of education was 65.9%, while for women it was 43.4%.

Respectively, the employment gap between men and women with a low level of education was 22.5 percentage points, more than three times the employment gap between men and women with a high level of education (6.4 points).

In addition, they employed more than three quarters of men with an average level of education (78.5%), compared to two thirds of women (65.9%). This corresponds to a gender employment gap of 12.6 points.

Over the last decade, the gender gap in employment narrowed from 13.5 in the third quarter of 2010 to 11.7 in the third quarter of 2020. Similarly, the gender gap in employment between men and women with higher education has narrowed from 7 , 2 in the third quarter of 2010 to 6.4 in the third quarter of 2020.

In contrast, the gender employment gap for those with a low level of education increased from 21.7 in the third quarter of 2010 to 22.5 in the third quarter of 2020, while for those with a medium level of education from 12.4 to 12.6.
