Consulting services from an expert will be purchased by the state for the establishment of a private law company, which will be controlled by the state and will specialize in providing consulting services to the general government.

This is the state company Partnership Cyprus (PCy), which should be established by the end of the year. The expert will provide consulting services to the state until the operation of the company and the recruitment of staff or a General Manager. From July 1 to December 31, 2022, the state will spend around €55 thousand, that is, €7,600 per month or €400 per day. For the release of the relevant expenditure concerning the services of the expert, the Ministry of Finance forwarded a request to the Parliament. It is worth noting that relevant funds were also included in the supplementary budget approved by the Parliament last Thursday. Specifically, it concerns funds in the amount of €400 thousand for the under-established state enterprise to secure share capital. According to information sent to the members of the Parliamentary Finance Committee, the Republic participates in the share capital of the German company Berater der Öffentlichen Hand GmbH (PD) at a rate of 0.5%, which provides technical support to the Cypriot state in areas mainly related to modernization and digitization of the public service.
In 2019, the PD company proceeded to prepare a business plan for the creation of a corresponding Cypriot entity, which will be 100% owned by the state, for the reform, transformation and digitization of the public and wider public sector. Last month, the Council of Ministers approved the establishment of this particular company, which will be under private law, with the state as the main shareholder. At the same time, the competent ministry is proceeding with the necessary procedures for the creation and operation of the company until the end of the year. The Cypriot company will substantially contribute to the implementation of important policy priorities, beyond the digital agenda, including projects arising from the Cyprus Recovery and Resilience Plan. The model pioneered by the German company PD has begun to be promoted by the European Commission, addressing all European administrations to incorporate such structures that resemble the successful model of the German government. According to the competent ministry, the perspective that exists concerns the development of a European network that will provide for the exchange of best practices and support. In fact, he believes that Cyprus will be and will emerge as an ideal example in the European initiative.
