The announcement of the Ministry of Interior raises serious concerns and intense concerns regarding the concession, even in a classified/confidential form, of the text of the revised Akama local plan.
The attitude of the Ministry of Foreign Affairs essentially confirms in the most solemn way what the co-competent authorities report, as well as the members of the scientific and technical committees which, as they reported the day before yesterday before Wednesday, the Interior and Environment Committees, not only do not have access to text of the revised Local Plan, but not even the maps of the urban areas were initially given to them so that they could carry out an impact assessment, as is done for any local plan.

Two meters and two weights seem to be observed by the Department of Urban Planning and Housing, as in similar cases, in the very recent past, there was full access to the text of local plans, without even requesting it (eg local plans of Marathasa, Lefkara and area south of Nicosia, which were submitted and evaluated in the last five years by the Environmental Impact Assessment Committee from projects and programs).
The Akama Local Plan is prepared in accordance with the provisions of the current legislation and after a decision of the Council of Ministers, the Ministry of Interior states and clarifies that “the Urban Council, to which the Minister of Interior has delegated his responsibilities on this issue, of the existing Regulations, completed the discussion and concluded its decisions which it forwarded together with the Strategic Environmental Impact Study to the Environmental Authority from which the final opinion is expected “.
In a statement, the Ministry of Interior refers to the “persistent request of some MPs and parties to make public the Akama Local Plan before the completion of the legal procedures”, to which the Ministry of Interior responded with a letter on April 4, 2022 to the Committee on Interior informing state of affairs as it stands today.
Specifically, in its letter, the Ministry of Foreign Affairs notes that “taking into account that the issuance of the final opinion of the environmental authority on the Local Plan was not completed, but also the provisions of Regulation 15 of Urban Planning and Spatial Planning (Urban Planning Council) Regulations of 1973 and 2003, provide that the Town Planning Council is obliged to handle matters within its competence with complete confidentiality, the document requested by this letter is governed at this stage by the above Regulation 15, if it has not yet been submitted to the Minister of Interior./p>
Therefore, the Ministry of Foreign Affairs continues, “we consider that at this stage the publication/notification of the Akamas Local Plan is not appropriate, as such an action may call into question the legitimacy of the elaboration process”. He also states that “under these circumstances it is at least irresponsible to request its disclosure, unless the purpose and goal is to challenge its legitimacy.”
“The competent ministers made a series of visits, met with organized groups, talked to the affected and visited the area many times and thus formulated the suggestions that were submitted to the competent Environmental Authority and from which we will wait for the final opinion.” .
“The answer is offensive”, says Damianou
It is noted that the Ministry of Foreign Affairs responded immediately to the urging of the co-chairs of the two Committees on Interior and Environment, Aristo Damianou and Charalambos Theopemptou, respectively, but also in general was a common complaint of those who participated in the consultation and was expressed in Parliament. It is recalled that Mr. Damianou, yesterday Wednesday gave a 24-hour deadline to the Department of Urban Planning to answer whether he will submit to Parliament the hatching Local Plan Akama, emphasizing that no one is above parliamentary control. Following this development, Mr. Damianou notes in a written statement that “the announcement of the Minister of Interior, which calls irresponsible the request of the chairmen of the Committees of Interior and Environment that the Akamas Local Plan is being prepared by the competent public officials, is an insult to “Parliamentary institutions, to the House of Representatives itself.” , is a sign of arrogance and eccentricity. It strengthens the suspicions that were expressed both inside the Parliament and in public “. Concluding, he notes that “the exercise of parliamentary control, accountability and transparency are principles and values that must be respected by all and above all by the respective ministers.”
