Clarifications from the Ministry of Interior

Until the pace of issuing planning and building permits that have been transferred to the District Self-Government Organizations normalizes, the Ministry of the Interior says it will accept planning permit documents for the housing projects of the Displaced Persons Care and Rehabilitation Service that have not been issued a building permit.

Taking into account that the responsibility for issuing urban planning and building permits has been transferred to the District Self-Government Organizations and until the normalization of the rate of issuance of permits, the Ministry of the Interior informs that, for the purposes of submitting applications for the housing plans implemented by the Displaced Persons Care and Rehabilitation Service (YMAPE), in case the building permit has not been issued, the following documents will be accepted:
a) Urban planning permit, and
b) Certificate issued by the Licensing Directorate of the Provincial Self-Governing Organizations regarding the building permit submitted.
Therefore, from September 1st until December 31st, 2024, YMAPE will accept applications for housing plans with the presentation of the aforementioned documents and provided that all other necessary documents/data are attached.
It should be noted that, following the presentation of the applications before the Housing Assistance Committee and their examination, the building permit must be presented.
