The upgrading of human resources and the improvement of productivity are among the strategic aims of the Human Rights Council, which are included in the Strategic Plan for the three years 2023-2025, as part of the planning and reporting of its activities.
As it states in announcement, the objectives included in the Strategic Plan are linked to the Activity Based Budget. The process of strategic planning includes the determination of the mission, vision, values and strategic goals of the Organization, through the analysis of the external and internal environment.
In more detail, the strategic aspirations of the AND for the three-year period 2023-2025, are the upgrading of the local human resources with the continuous and lifelong learning of the employed, the unemployed and the inactive potential, with an emphasis on young people, older people and low specialization and the long-term unemployed.
In addition, the HRD aims to improve productivity, strengthen competitiveness and develop the resilience of Cypriot businesses through improving adaptability and better utilization of their human potential.

Finally, the aim is to strengthen the assurance of the quality and effectiveness of the training and development system of human resources through the evaluation and certification of the training provided, the strengthening of control systems and procedures, as well as knowledge, skills and professional qualifications of the local human resources.
