The services involved must respond within a predetermined time.
In case of expiration of the deadline specified in the list, the authority to issue the relevant permit is transferred exclusively to the Council of Ministers, which either justifiably issues the relevant permit or reasonably rejects it within a period of one month. If an application for a planning permission is required by way of derogation, a report is sent to the Deviation Study Council.
