In 1986 the first municipal elections in the Republic of Cyprus

The first municipal elections of Cyprus were held on May 25, 1986 for the election of mayors and municipal councils of the Municipalities of the Republic of Cyprus. They were the first municipal elections after the establishment of the Republic of Cyprus in 1960. The elections were held based on the Municipalities Law no. 111 of 1985.

Before 1960 municipal elections were held by the colonial government. The last elections were held in 1953. There were the following 15 municipalities on the island: Municipality of Nicosia, Municipality of Limassol, Municipality of Famagusta, Municipality of Larnaca, Municipality of Paphos, Municipality of Kyrenia, Municipality of Athienou, Municipality of Akanthou, Municipality of Lefkonikou, Municipality of Karavas, Municipality of Kythrea, Municipality of Lapithos , Municipality of Morphou, Municipality of Pano Lefkara, Municipality of Polis Chrysochous.

In 1962, the Municipality of Lysis was also created, but it was soon abolished. After the independence of Cyprus these municipalities continued with appointed mayors until 1986.

Due to the Turkish invasion in 1974, the territory of 8 of these municipalities was occupied by the Turkish troops (Municipality of Famagusta, Municipality of Kyrenia, Municipality of Lefkonikou, Municipality of Karava, Municipality of Lapithos, Municipality of Akanthou, Municipality of Kythrea, Municipality of Morphou). These municipalities continued and continue to maintain their legal status. In addition, in 1986 the Municipality of Lysis was re-created, whose territory is also occupied by the Turkish troops. In 1986, no elections were held for these municipalities.

On February 23, 1986, referendums were held through which 11 new municipalities were declared: Municipality of Agios Athanasios, Municipality of Agios Dometios, Municipality of Aglantzia, Municipality of Aradippou, Municipality of Engomi, Municipality of Kato Polemidion, Municipality of Lakatamia, Municipality of Latsia, Municipality of Mesa Geitonia, Municipality of Paralimni, Municipality Strovolou.

A total of municipal elections were held in 1986 for 7 old municipalities and for 11 new ones.

Electoral System

The voter had the right to vote for Mayor and municipal councillors. It was about two different votes, with two different ballots. Voting for the election of mayors was done by the simple majority system (whichever candidate received the most votes was elected mayor). Voting for the election of municipal councilors was done with the enhanced proportional system. Each voter chose either a party combination or an independent candidate. If he chose a party combination, he could additionally vote for municipal councilors of that combination. For each municipality the preference crosses, to which each voter was entitled, were different.

The 18 mayoral positions were claimed by 69 candidates. The positions of municipal councilors were claimed by 920 candidates. The total number of voters in all 18 municipalities was 214,944. These include the refugees, who voted in their places of temporary residence and 9,305 young people, who had reached the age of 18 and voted for the first time in accordance with the new Law on Municipalities.

Voting was mandatory. A total of 197,678 (91.967%) voted for mayors and 197,668 (91.962%) for municipal councilors.

Results in Nicosia District

In the municipalities of Nicosia District, 99,166 voters had the right to vote: Municipality of Nicosia 34,709, Municipality of Agios Dometios 9,645, Municipality of Aglantzia 4,033, Municipality of Lakatamia 5,011 .776 and Municipality of Strovolos 28,045.

In the Municipality of Nicosia, the candidates were the then mayor Lellos Dimitriadis as an independent candidate, Pavlos Diglis as an AKEL candidate and Ioannis Rossidis as an independent candidate. Lellos Dimitriadis was elected mayor with a percentage of 70.91%.

In the Municipality of Agios Dometios, the candidates were Andreas Kleanthos as the DISY candidate and the independent candidates Pavlos Melissas, Kostas Nikolaou and Byron Stylianou. Andreas Cleanthos was elected mayor with a percentage of 37.21%.

In the Municipality of Aglantzia, the candidates were Andreas Petrou as a candidate of AKEL, Nikos Grigoriou as a candidate of DISY, Savvas Tsianidis as a candidate of EDEK and the independents Adamos Christofi and Neophytos Papamiltiadou. Andreas Petrou was elected mayor with a percentage of 32.02%.

In the Municipality of Engomi, the candidates were Michalakis Zivanaris as the DISY candidate, Pantelis Patatos as the AKEL candidate, Savvas Papafilippou as the EDEK candidate and the independent candidate Andreas Pavlidis. Michalakis Zivanaris was elected mayor with a percentage of 40.69%

In the Municipality of Lakatamia, the candidates were Christakis Violaris as the AKEL candidate, Epaminondas Odysseos as the DISY candidate and the independent candidates Panagiotis X. Mesaritis and Dimitrios Sp. Tseriotis. Christakis Violaris was elected mayor with a percentage of 35.15%.

In the Municipality of Latsia, the candidates were Andreas Koukoumas as the AKEL candidate, Christakis Christofidis as the DISY candidate and the independent candidate Cyprus Xenophontos. Andreas Koukoumas was elected mayor with a percentage of 43.49%.

In the Municipality of Strovolos, the candidates were Iosif Hatziiosif as the DISY candidate, Georgios Savvidis as the AKEL candidate, Konstantinos Kadis as the EDEK candidate and the independent candidates Andreas Michael and Grigoris Kyriakidis. Iosif Hatziiosif was elected mayor with a percentage of 44.76%.

Limessou District

68,831 voters had the right to vote in the municipalities of Limassol District: Limassol Municipality 53,347, Municipality of Agios Athanasios 4,173, Municipality of Kato Polemides 5,616 and Municipality of Mesa Geitonia 5,695.

In the Municipality of Limassol, the candidates were Antonis Chatzipavlou as an independent candidate, Panikkos Paionidis as a candidate of AKEL, Livaniou (Michailidou) Despo as a candidate of EDEK and Thrasos Georgiadis as an independent candidate. Antonis Chatzipavlou was elected mayor with a percentage of 46.98%.

In the Municipality of Agios Athanasios, the candidates were Phidias Diamantis as the AKEL candidate and the independent candidates Andreas Elpidoforou, Vassilis Theodorou and Stylianou Stelios. Phidias Diamantis was elected mayor with a percentage of 55.47%.

In the Municipality of Kato Polemidion, the candidates were Kostas Thomas as the AKEL candidate, Andreas Angelidis as the DISY candidate and Agathoklis Kontolaimis as an independent candidate. Kostas Thomas was elected mayor with a percentage of 58.66%.

In the Municipality of Mesa Geitonia, the candidates were Georgios Christoforou as the AKEL candidate, Lefkos Vassiliadis as the EDEK candidate and the independent candidates Tryfon Nikolaou, Georgios Protopapas and Christofidis Christodoulos. Georgios Christoforou was elected mayor with a percentage of 54.53%.

Province of Famagusta

In the Municipality of Paralimni, Famagusta District, 4,170 voters had the right to vote. In the Municipality of Paralimni, the candidates were Nikos Vlittis as the DISY candidate and the independent candidate Christos A. Georgalla. Nikos Vlittis was elected mayor with a percentage of 73.58%.

District of Larnaca

32,700 voters had the right to vote in the municipalities of Larnaca District: Larnaca Municipality 25,989, Municipality of Athienou 2,622, Municipality of Aradippou 3,255 and Municipality of Pano Lefkara 834.

In the Municipality of Larnaca, the candidates were Georgios Christodoulidis as the candidate of AKEL and the independent candidates Andreas Mouskos and Christoforos Christofidis. Georgios Christodoulidis was elected mayor with a percentage of 42.54%.

The candidates in the Municipality of Athienou were Kostas Sakkallou as the candidate of DISY, Kyriakos Athienitis as the candidate of AKEL, Andreas Melas as the candidate of DIKO and Panagiotis Koumi as a candidate of EDEK. Kostas Sakkalou was elected mayor with a percentage of 40.05%.

In the Municipality of Aradippou, Andreas Trattou was the candidate of AKEL and the independent candidates Evangelos Nikolaou, Christodoulos Mouskos and Andreas Xiouruppa. Andreas Trattou was elected mayor with a percentage of 42.75%.

In the Municipality of Pano Lefkara, the candidates were Christakis Konstantinou as the EDKE candidate, Antonis Korniotis as the AKEL candidate and the independent candidates Kostas Lytras and Christakis Papaloizou. Christakis Konstantinou was elected mayor with a percentage of 34.27%.

Paphos District

In the municipalities of Paphos District, 10,077 voters had the right to vote: Paphos Municipality 9,177 and Municipality of Polios Chrysochous 900.

In the Municipality of Paphos, the candidates were the independents Andreas Ataliotis, Chrysanthos Kakogiannis, Argyris Polykarpidis and Andreas Charalambidis (Polyneikis). Andreas Ataliotis was elected mayor with a percentage of 56.52%.

In the Municipality of Polis Chrysochous, the candidates were Chrysostomos Kyriakou as the AKEL candidate, Georgios Papadopoulos as the DISY candidate, Nikos Trimithiotis as the EDEK candidate and Pavlos Serafides as an independent candidate. Chrysostomos Kyriakou was elected mayor.
