The Ministry of Finance submitted to Parliament the second supplementary budget for 2022, in which the total amount of additional appropriations required amounts to approximately € 171.8 million. The burden of the fiscal balance from the approval of the proposed Supplementary Budget proposal amounts to 0.64% of GDP.

These additional costs relate to the extension of a series of measures against the coronavirus in the first months of 2022 and emergency costs as a result of the war in Ukraine. & Nbsp; According to the Ministry of Finance, there have been a number of requests submitted by Independent Services/Ministries/Undersecretaries/Departments to the Ministry of Finance to meet additional needs to strengthen defense shield, fire prevention as well as social benefits, health and other benefits, sports . There was also a need to amend Article 16 of the Budget Law as well as to create/remove/rename posts.
The most important expenditures mentioned in the supplementary budget concern: Special Independent Services & nbsp; – € 6.4 million, Defense Shield – € 52.8 million, Water Market – € 36 million and OEDA – € 2 million, Retirement Allowance During the Turkish Invasion – € 2.6 million and Social Pension approximately € 2.98 million.
Also, housing programs aimed at refugee beneficiaries – € 2.5 million, sponsorship for repair and maintenance of occupied temples – € 1.3 million, contribution to Capital Financing Investment Fund – € 10 million ..
Also repayment of arrears of the Municipality of Lakatamia to the Department of Water Development – € 3.4 million, repayment of a port worker loan – € 5.8 million, sponsorship to the Cyprus Sports Organization for the completion of the Limassol Stadium – € 4.5 million and recruitment part-time teaching staff at all levels of education – € 4m, approx.
Also provision of care services for people/patients with neurological diseases in Melathron Agoniston EOKA for rehabilitation purposes, services which so far have not joined the GESS – approximately € 2 million and purchase of drugs and vaccines – approximately € 31 million,
Needs that arose
As mentioned in the note of the Ministry of Finance, the need arose to rename the positions of President of the Commercial Court to Judges of the Commercial Court and the creation of two new positions of Maritime Court Judge, in accordance with the Law that provides for the establishment and operation of & nbsp; Commercial Court and Maritime Court/
Also, the need to create a new Chapter, based on the Law on the Establishment and Operation of the Independent Authority against Corruption 2022 and the expenses for the operation of the Authority, including the creation of the positions and salaries of the Transparency Commissioner and its four Members First, for seven months.
Also the need to create a new Chapter based on the Law on the Establishment of the Ministry of Culture and Related Issues of 2022, and the expenses for the operation of the Ministry of Culture, including the creation of positions of the Deputy Minister of Culture under the President, and his advisors/associates and of the General & nbsp; Director of the State Ministry, and consequently their salary for six months, as well as inclusion/transfer of welfare for the sponsorships of the Cyprus Symphony Orchestra and the Cyprus Theatrical Organization, for 6 months.
There was also the inclusion of the new names of two Ministries in the Budget after the adoption of relevant legislation, which are renamed Ministry of Labor and Social Security by Ministry of Labor, Welfare and Social Insurance and Ministry of Education, Sports and Youth, Ministry of Education, Youth,
Also the need to rename the positions of Assistant Attorney General, Assistant Auditor General and Assistant Accountant General to Assistant Attorney General, Assistant Auditor General and Assistant General Accountant
There was also a grant of € 83,876 to the United Cypriot Hunters Movement.
There was also a need to create a very limited number of positions, to enhance the proper functioning of the state machine which concern: the Department of Information Services, the Department of Forests and the Fire Service, to meet needs to strengthen the timely prevention of fires and legal action against abolition positions of Legal Officer in the Legal Service, new positions in the Office of the Commissioner of Administration, in the Bid Review Authority and new positions in DG Development, in exchange for a double cross note of one position.
Article 16 of the Budget Law is also amended. for summary of up to 6 full-time employees of IT Operators (Classes A8, A10 and A11), in the Department of IT Services, up to 12 full-time employees (6 Agricultural Research Officers (Classes A8, A10 and A11) and 6 Technical Agricultural Research (Classes A2, A5 and A7 (ii))) for the implementation needs of the program for the application of genomic analyzes and new in AGRICYGEN, at the Agricultural Research Institute.
In addition to increasing the ceiling of the total number of permanent and part-time teachers for the school year 2022 – 2023 (at all levels of education), by 337 teachers (from 13,548 to 13,885).
