New investment by the Israeli group Fattal – the estimated cost of the project at 20.5 million, the duration of the work 30 months
The construction of the new tourist development will take place on the site of the Elias Latsi Holiday Village Resort.
Leonardo Hotels Cyprus of the Israeli group Fattal received a green light from the Environment Agency for the renovation of the Elias Latsi Holiday Village Resort and the creation of a new accommodation in Latsi, Paphos district. The site is part of the Golden Bay Local Plan 2021. According to the information in the project information report, the renovation works are expected to amount to around 20.5 million euros. In the company's plan, the works are to start this year and be completed in 30 months.
For energy saving purposes, the building envelope will be covered with a thermal facade and photovoltaic panels will be installed on all the roofs of the buildings.
Characteristics of the project
It is a construction of a building consisting of organized apartments – 272 beds, with common areas. In total, the development will consist of 18 blocks, 11 of which will be for tourist use, five for public use, one control point and the other is a sports area with an underground supporting area, in the Municipality of the City of Chrysochous.
According to with the Project Architects, a total coverage area of 6,477.55 m2 and a total building area of 7,750 m2 are proposed. The total number of rooms offered is 136, of which 11 will be for the disabled. Each room is expected to contain 2 beds and in total the proposed development will be able to accommodate 272 guests.
A restaurant, a pool bar, a snack bar and an ice cream parlor will operate on the premises of the development. There will also be retail and office facilities, a gym, games area and storage space. In total, it will have 12 swimming pools (children's pool and spa pool).
For the needs of the building, it is proposed to create 215 parking spaces, of which 9 are for the disabled. In addition, the Architects propose the construction of 12 bicycle parking spaces, as well as parking spaces for taxis and buses.
According to the project's researchers, for energy saving purposes, the building shell will be covered with a thermal facade and photovoltaic panels will be installed on all the roofs of the buildings. Heat-insulating aluminum frames and double glazing will also be used. The project is expected to be Energy Class A.
Access to the development site will be from Akamandos Avenue.
The decision of the Environmental Authority
The Environmental Authority, after taking into account the information submitted and the on-site visit to the site, there is no objection to the implementation of the project, subject to terms and conditions:
Characteristics of the project:The proposed project concerns the construction of 18 blocks/buildings, of which 11 are tourist accommodations, with 136 rooms of 2 beds, and 5 Blocks out of the 18 are shared spaces. The proposed development parcel pre-existed tourist development of the same type as the proposed development. In addition, in the wider development area there are developments of the same function, i.e. tourist and commercial developments such as tourist accommodation, catering facilities, kiosks, etc. For the implementation of the project, the usual construction works will be carried out.
Location of the project :The proposed project is located on plot number 193 (F/Sh. 26/50) in the Parish of Prodromi, in the location of Diplarkaka, of the Municipality of Polios Chrysochous in Paphos. The larger area of the development area of the proposed project falls into two (2) urban planning zones the Tourist Zone – T3d2 and the Tourist Zone – T6a1. The remaining part of the parcel falls into the three (3) urban planning zones: the Agricultural Zone – Γα2, in which a parking space is being built, the Protection Zone – Γα2, part of which will be granted as a road section, where the construction works of the public road network are already constructed and finally the Protection Zone (Watercourse) – Da1, where no construction work will be carried out. . Type and characteristics of potential impacts: the main impacts from the proposed project mainly concern impacts during its construction. However, it is expected that, with the implementation of the proposed mitigation measures as well as the application of the above conditions, any impacts from its construction and operation will be
prevented and will be manageable.
