The electronic census of workers will help to significantly upgrade the control of the labor market, said a competent source of the Ministry of Labor and Social Insurance, referring to the utilization of the possibilities of the information system through which the employers will be required to notify hiring, termination and declaration of employment conditions of their employees.
The same source stated that the relevant bill for the electronic census of all employees and the self-employed has undergone legal technical processing and has been sent to the social partners.
He also stated that for reasons related to the monitoring of the labor market there is a need to electronically register every employee who starts work. He noted that the specific information system will have the ability to give a red warning (red flag) for employers who should be checked, for some reason, by the services of the Ministry, in contrast to the sample checks that are carried out today.
He also said that after the census of workers, the Ministry will have the possibility, before carrying out an on-site inspection, to know in detail how many workers a company has, who are Cypriots and who are foreigners as well as why the foreign workers are in Cyprus.
In addition, he stated that in the electronic system it should be registered by the employer and the employee's contract, who will have access to this information and check his work status declared by the his employer.
The Ministry of Labor aims to proceed with the electronic census of all employees within 2024, the same source said.
He added that the goal is to bring the bill to the Parliament before Easter and to approve it before the Summer, so that it will be implemented by September.
As regards the need for legislative regulation of the matter, the source of the Ministry of Labor indicated that the law on transparent working conditions should be changed so that the Minister of Labor can, by decree, request the entry of the specific details of the employees in the electronic database, with specific parameters.
