Meeting with the Advisory Committee for the Management of Turkish Cypriot (T/C) Property was held by the Minister of Interior, Nikos Nouris. & nbsp;

After the meeting, in the amphitheater of the Office Press and Information, in statements to journalists, said:

“Today we presented to the Advisory Committee for the Management of T/C Assets our proposal for a holistic modernization of the management of this large asset.

I consider this proposal a new reform, a very important reform, for what is managed by the Guardian, the T/C Property Management Service of the Ministry of Interior.

And our proposal includes, among others,

• & nbsp; & nbsp; & nbsp; Indication of our weaknesses, but also distortions that are observed today

• & nbsp; & nbsp; & nbsp; Establish new criteria and procedures for disposing of these properties always in favor of refugees

• & nbsp; & nbsp; Introduction of criteria and scoring mechanisms to properly dispose of both houses and agricultural lots, but of course also commercial properties, in a way that the guardian of the T/C property will become, among other things, financially viable – something that This is not the case today, covering the deficits that are presented – while our proposal provides additional rights to refugees in order to gain incentive to invest in the property granted to them. For example, granting the right of inheritance or sublease.

• & nbsp; & nbsp; & nbsp; On the other hand, the guardian undertakes additional obligations towards the tenants, such as the improvement of the infrastructure in matters of static adequacy so that the specific buildings are buildings for which, once they are given to the tenants, they can to be better utilized.

The purpose and goal is, as I have said, the liberation of the state, of the Guardian, from the current problematic and not at all rational processes that exist and that for years we simply discuss and point the finger at, but without any holistic attempt to intervene and correct .

So today, our policy was presented. We have renewed the meeting of the Advisory Committee to give members time for a period of 10-15 days to return with their own suggestions.

We will be ready within this timetable, the Ministry of Interior – and with the amendment of the legislation, which will be immediately submitted to the House of Representatives, and of course the debate will take place in the competent Parliamentary Committee – to rationalize I repeat holistically in favor of the real beneficiaries, but also in favor of the state the policy of management of T/C assets “.

Asked about the benefits that citizens will have with these changes, the Minister replied that “today there are many distortions”.

He continued that “starting from the distortions chapter we will reach the utility chapter”. He added that the distortions lie in the fact that today there are paradoxes, noting that these paradoxes relate to yes with beneficiaries, who manage or have in their possession huge t/c properties, giving the example of a 49 thousand sq. m., who pays a rent of 28 euros a year, as he said.

“These distortions are not just unacceptable. “There are also distortions that create two serious problems and that deprive us of the right to give the real beneficiaries what they really deserve,” he said.

“First, they deprive us of revenue. We did not say and the state is not an entrepreneur to be able to say that it should benefit from this process.

However, today the Cypriot taxpayer cannot be required to pay an amount of 8 million euros per year, regularly every year, as a deficit in the care of the guardian. So this deficit should be covered by the rational management of assets.

This is a big goal that we want to overcome through the changes we propose.

The second is that too many of the beneficiaries, who now own property, feel insecure. They feel insecure, because they think that & nbsp; they may not be given the right, or due to their age, to continue to have the specific property under their lease.

We give the opportunity, through the modification and specific rights, on the one hand the right of inheritance as I have said before but also the & nbsp; right of sublease, so that in this particular way it will gain value and motivate these people to invest in that value.

< p>Too many t/c estates today are completely unsuitable and are in a very bad condition, because very simply the tenants do not invest the slightest, because they feel this very insecurity.

And finally the Guardian, by definition, by law, he is the custodian of t/c property management for properties to which the Turkish Cypriots have rights. And we are legally mandated to guarantee the rights of the so-called Turkish Cypriot owners.

“So, with whatever regulations we have introduced, we consider that we are balancing on this very difficult line, in an effort to serve both purposes,” he said.

Asked by a journalist if there were any cases Turkish Cypriots who have claimed their property back, the Minister answered in the affirmative. “We have many such cases in which Turkish Cypriots claim their property”, he stressed and added that “this is also a parameter that concerns our refugee world to which Turkish properties have been granted under management.

However, specific criteria have been introduced here by the Republic of Cyprus, the most important of which concerns issues of either claim, and much more on the issues of the Turkish Cypriot right to sell his property, which is also a parameter that the last space has an upward trend.
