The two Bills concerning the structure of the Ministry of Interior and the abolition of the positions of the director of the Turkish Cypriot Property Management Service and the director of the Care Service and the creation of new positions were discussed before the Refugee Committee. 

As the chairman of the Committee, Nikos Kettiros, stated, “it has been confirmed during the Committee, that all the responsibility for the delay in examining the applications due to the involvement that arose with the passing of the budget, belongs to the Ministry of the Interior, because still and today there was a discussion and the text was changed following the suggestions of the Parliament officials, but also of the Legal Service itself. The Bills could have been brought to the Plenary and there would not have been this involvement, even if they intended to table them with the urgent procedure, but this had not been done either. But today they discovered, after we pointed it out, that only in this way can the specific Bills be brought to the Plenary”.

Despite the fact that some reservations were expressed last month about the vote on this particular change in structure, for reasons of procedure, according to Mr. Kettiros, it was expected that there would be involvement in the examination of care applications. At the moment, in fact, the examination of 1,407 applications is pending and the 688 applications would have already been examined, if there was no such involvement. “All these people are on hold because of the sketchy preparation made by the Ministry of the Interior.”

At the same time, there is no indication that the Bills will be brought before the Parliament today, however, after communication with the President of the Parliament, an arrangement has been made, that at the end of January when the Plenary will meet again, the specifics will be found Bills on the agenda of the Plenary to be voted on.

In addition, the second issue that was considered in the Committee on Refugees, were the referrals of the President of the Republic, regarding the proposal of the Law unanimously passed by the Parliament on the residences that they were erected in self-housing settlements on Turkish Cypriot land and in non-Government settlements, belonging to people who have passed away before 2006.

In the Government settlements, according to Mr. Kettiros, there was the issue that some houses before 2006, when their occupants passed away, were given to others, while in self-catering residences this issue did not exist. “The services of the Parliament assured us that this issue did not arise and it was only the self-residents. In the impeachment of the President, it was mentioned that we were also interfering in the work of the Executive Branch. It was a proposal for a Law by AKEL, but since our aim was to serve the world, a bill has been submitted in the last session of the Plenary which regulates these issues”.

As the chairman of the Committee explained, “today we will accept the referral as AKEL and we will go with the Bill when the Parliament opens in order to comprehensively deal with the issues concerning the people and we will present in the specific Legislation concerning immovable property the people who were given carpet land by the state and were not issued a title deed ».
