One-off 1000 euros to employers, in addition to sponsorship for recruitment

The two incentive plans for the hiring of the unemployed that were recently approved by the Council of Ministers and for which the Ministry of Labor began accepting applications last Wednesday have a dual, if not a triple goal.< /strong>

The Minister of Labor Giannis Panagiotou himself, announcing the new incentive plans, included them in the framework of the government policy for the further activation of domestic human resources and the achievement of the goal of creating full employment conditions.

The two plans, which are both financed by the EU Recovery and Resilience Mechanism, also aim to reduce unemployment, especially youth unemployment, to promote teleworking and to meet needs in the labor market .

Through incentives, i.e. subsidizing the wage costs of businesses/employers for new hires of unemployed people who are registered with the Public Employment Service.

The total budget of both plans amounts to €11,694 .000, with the aim of employing 1,265 people who are registered unemployed at the Public Employment Service, with most of the money going to the plan to hire new unemployed people.

Specifically, based on the invitation addressed by the Labor Department of the Ministry of Labor for the “Incentive Scheme for the Employment of Young People Aged 15 to 29 who are not in Education, Employment, or Training NEETs” combined with a two-month training”, the total amount of €7,824.00 will be allocated. An amount of €3,870,000 will be allocated for the “Incentive Scheme for the Employment of the Unemployed by providing flexible forms of work through Telework”.

Until 31/5 for young unemployed< /p>

Based on the invitation of the Department of Labor, applications – from the business side – for participation in the incentive plan for hiring young people of unemployed age began to be accepted from the 20th of the month and their submission will continue until 31/5/2024. However, in the event that the budget amount of 7.8 million euros is used up before 31/5/2024, the process of receiving applications will be terminated with relevant notifications that will be made through the press and the website of the Department of Labor, at where all the details for the “Incentive Scheme for the Employment of Young People Aged 15 to 29 who are not in Education, Employment, or Training NEETs (Not in Education, Employment, or Training NEETs) combined with two-month training” can already be found.

Unlike previous incentive schemes for hiring new unemployed, the new plan also provides for a two-month training, for which a lump sum of 1000 euros will be given to employers. According to the official call for the project, this aims to alleviate unemployment among young people aged 15 to 29 who are not participating in an education or training program and to sustainably integrate young people into the labor market by placing them in subsidized employment and gaining work experience combined with a two-month training. Objective, the training and placement/recruitment of 815 people of the target group.

The cost unit

To calculate the amount of the sponsorship, the method of simplified cost forms will be followed. The cost unit for the specific Sponsorship Plan was set at €48/working day and corresponds to the amount of the sponsorship that each beneficiary will receive for each working day completed by the beneficiary, regardless of the actual salary costs borne by the employer/beneficiary.< /p>

The sponsorship, stated in the invitation, amounts to 14 consecutive months of employment as follows:
⦁ Two (2) months of training
⦁ Twelve (12) months of continuous employment (ten (10) months of subsidized employment and two (2) months of compulsory employment, without a grant).

The upper limit of sponsorship is set at €8,600 per participation in the Plan, with an additional amount of €1,000, which corresponds to the two-month training. p>

The grantof the two-month training, which will be considered part of the total employment period of the beneficiary, will be paid after the completion of the training period as a lump sum, which will be included in the first request for payment of the sponsorship.

Training , as recorded in the project guide, is considered any type of training, provision or acquisition of the necessary supplies to carry out a specific job, which may be either in-house or offered by other approved bodies, provided that it will not receive a grant from other source of funding.

The plan specifies that recruitment and commencement of employment cannot take place after the application for participation in the plan has been submitted and that the effective date of commencement of employment is considered to be 1 day of training, where it will also be considered as the date of recruitment.

Specifically, the application for participation must be submitted within one month from the start date of the two-month training, i.e. if the candidate for employment is hired on 20/3/24, the application for participation can be submitted from 20/3/24 until 19/4 /24 (31 days – maximum number accepted from the training start date).

Subsidies also for teleworking

The secondsubsidy plan of salary costof hiring the unemployed does not set any age limit, however, providing for the employment of young workers and teleworking. The objective of the “Incentive Scheme for the Employment of the Unemployed with the provision of flexible forms of work through Teleworking” is, in particular, the placement of 450 people of the target group.

The requeststo participate in the scheme, which concern businesses, as the unemployed do not need to do anything beyond their existing registration with the Public Employment Service or their registration if they are not registered with the DYA, they also began to be accepted from the 20th of the month and will submit until the end of the fund or announcement of the end of the plan.

The unit cost for the specific Sponsorship Plan was set at €48/working day and corresponds to the amount of the sponsorship that will be received by each beneficiary for each accrued day completed by the beneficiary, regardless of the actual wage costs borne by the employer/beneficiary.

Thesubsidywill be provided for ten (10) months of continuous employment , with the employer's obligation to maintain the employee's employment for another two (2) months without a subsidy. The maximum sponsorship limit was set at €8,600 per participation in the Scheme. The target group of the project is the unemployed registered with the Public Employment Service up to a day before or on the date of their employment which should involve 30% teleworking.
