Pancypriot Union of Refugees: Recommendations for the revision of the criteria of the housing schemes

January 2024, has addressed the Minister of the Interior Mr. Ioannou and the Displaced Persons Care and Rehabilitation Service, requesting that the Criteria Advisory Committee convene for their re-evaluation and modification.

This results both from the increase in inflation and the cost of living, the increased cost of building materials and the acquisition of a home, but also from the parallel tightening of the criteria applied by financial institutions, resulting in difficulties in granting loans, especially to groups that fall in the lower income strata of the population.

Within the given conditions of socio-economic changes as they have been differentiated, since the last revision of the criteria made in July 2019, it is reiterated that refugees, and especially young couples, deserve a more favorable treatment in their efforts to obtain housing.

Therefore, the Pancypriot Refugee Union has assessed the current situation and has prepared its own suggestions – proposals, which it has communicated to the relevant Ministry and the YMAPE, while at every session of the Provincial Housing Assistance Committees in which it participates with its representative, it is repeated its position on the necessity of immediate promotion of such changes.

Specifically the PEP recommends the following:

Increasing Income Criteria

Couple (family of two persons) or single parent family From 45,000 to 55,000 euros
Family of three From 50,000 to 60,000 euros
Family of four From 55,000 to 65,000 euros
Family of five or more people From 65,000 to 80,000 euros

Determining the Amount of Financial Aid

In cases where the family income as defined in the proposed criteria exceeds the upper limit by up to 20%, the applicant will receive 50% of the financial assistance.

1) To grant the entire aid instead of the 50% granted today in cases where a house/apartment is granted by a relative up to the 1st degree.
2) Building houses/apartment buildings and making them available to refugees with the rental market system.
3) In cases of buying a house/apartment, when a sales document is presented without a building permit, the application must be accepted and the sequence and legal procedure must be followed.
4) Applicant owner of a residence for which he did not get assistance and alienated it ten years ago is entitled to apply for financial assistance to acquire a house/apartment.
5) Those who connected to the EAC network from 1/1/2019 and were rejected due to late application submission, be entitled to apply again based on the 2019 criteria.

Also, those who joined the network and submit an application after two years are entitled to the full amount, while if they submit an application before 3 years, they are entitled to 50%.


6) To reinstate the Plan for allotment of plots on carpeted land.
