The decision of the Ethics Committee of the Parliament to impose on the MP, Andreas Themistokleous the sentence of verbal reprimand for unethical behavior last September, against the parliamentary colleague of the Movement of Ecologists, Efi Xanthos, was taken by a majority.

The decision, which was announced yesterday by the president of the body, Zacharia Koulia, has already been posted on the website of the Parliament. According to her, the penalties provided for these or other incidents, depending on the outcome of their examination, are: Verbal reprimand. 2. Written reprimand. 3. Reproach for observed unethical and / or inappropriate behavior in general and / or in a specific case. 4. Call of the deputy for a public apology from the plenary session of the body. 5. Call of the deputy for a written apology, which is read from the floor of the Parliament, and redress against the challenged, in the indicated way, as the case may be.

As it is known, after the complaint of Mrs. Xanthou, and her acceptance, Mr. Themistokleous in his letter to the General Director of the Parliament, dated 18 September 2021, raised specific procedural and other issues. Furthermore, in the same letter, the affected party requested clarifications regarding the procedure to be followed in the examination of the present case, as well as specific data. In particular, Mr. Themistocleous requested that the minutes and the list of all those present at the meeting of the Parliamentary Committee on Education and Culture of September 8, 2021, from the beginning to the end of the meeting, all the rest be forwarded to him. information which had been submitted to the Ethics Committee and on the basis of which, in an ex officio examination, it considered that an admissible case existed. He also demanded that the procedure decided by the Ethics Committee be followed in detail until the end.

The summoning of witnesses was not considered necessary

According to the decision, as it has been made public, the Ethics Committee, after hearing and considering the positions of the affected MP and after studying all the evidence before it, as well as all the written evidence, which it requested and received from Members of Parliament, parliamentary associates and members of the secretariat of the Education Committee, concluded that no other witness

The submitted data and the relevant written evidence are sufficient to substantiate whether or not there was unethical behavior by Mr. Themistokleous at the meeting of the Parliamentary Committee on Education and Culture, dated September 8, 2021.

From the evaluation of all the written testimonies and those submitted by Mr. Themistocleous himself, both written in his letter dated 5 October 2021 and orally before the committee at the meeting of 14 October 2021 , it is duly substantiated that during the meeting of the Parliamentary Committee on Education and Culture, dated 8 September 2021, the affected MP showed unethical behavior and / or behavior in violation of a specific rule of the Code of Ethics , ie he violated his obligation, according to which the MP performs all his duties with respect the members of Parliament and their associates and cooperates harmoniously with the staff of Parliament, showing due respect to its members.

“Based on the testimonies presented before the committee, it is concluded that the disputed incident took place in very high tones between the MP Mr. Themistokleous and the parliamentary colleague Mr. E. Xanthos with counter-appeals from both sides, a fact which neither the affected MP he refuses, even expressing his apology, just as he orally stated before the Ethics Committee on October 14, 2021 (only) for the tone of his voice towards Mrs. Xanthos. Nevertheless, the written testimonies of those present at the hearing did not substantiate Ms. Xanthou's claim that Mr. Themistocleous moved towards her threateningly and against

in a way that implied that she would give wood, as she herself states in her written testimony, as no such reference is found in any testimony, while further the MP Mr. Mavridis in his own written testimony states that he did not hear anyone swearing or moving threateningly against the other “.

Let us remember that the composition of the Ethics Committee is seven members and consists of: Annita Dimitriou, president (ex oficcio) Nikos Tornarit, Onoufrios Koullas, George Loukaidis, Aristo Damianou, Nikola Papadopoulos, Paniko Leonidou.
