Parliament: Increase of fine for non-acceptance of credit card

MPs from all parties except for ELAM and DIKO MP Zacharia Koulia voted in favor.

DISY MP, Chairman of the Energy Committee Kyriakos Hatzigiannis said that the legislation is in favor of the consumer, since in practice card payment was not accepted by various, forcing the consumer to spend more. He said that despite the wall of resistance from the CBC and the relevant services, they ended up reinforcing the legislation with provisions, with additional regulations for the Consumer Protection Service so that the consumer has a door to knock on. He added that the big challenge from now on is how to consolidate consumer protection services and create effective mechanisms for the issue.

EDEK MP Elias Myrianthous noted that today an oligopoly prevails in credit card operations and the charges are very high, which is why there were reactions from a portion of companies. The Competition Authority itself, he said, did not examine the issue ex officio. The charges, he said, are around 3% while in other countries around 0.5%.

DIKO MP Chrysis Pantelidis said that the whole process for the two bills is an example of good practices followed by the Parliament, since after the determination of the Energy Committee, the institutions were forced to cooperate.

Stavros Papadouris, Member of Parliament for the Ecologists 'Movement – Citizens' Cooperation, said that with the necessary prudence and rationality, the Trade Committee decided on these proposals, while safety valves were introduced so that they have the guarantees to work. He also noted that in some products there is no profit with the result that some traders are forced to pay out of pocket for the use of a card.

DIKO MP Christiana Erotokritou noted that in cases part of the cost of purchasing a product is paid by the trader himself. The Commerce Committee, he said, should immediately correct this distortion so as not to act against people who try to make a living by selling cigarettes and newspapers.

His Member DIKO Zacharias Koulias, who chaired the plenary session, expressed his disagreement with the laws, stating that something should be done first for the high charge of 3% for the use of a credit card.
