The proposal for a law by DISY MPs Kyriakos Hatzigiannis and Nikos Sykas for an exemption from the obligation to issue a building permit in cases of installation of photovoltaic systems on agricultural plots for purposes of supplying water pumps for own use, the Parliamentary Committee of the Interior discussed today.
In his statements after the end of the session, DISY MP Kyriakos Hatzigiannis said that this is a necessity to achieve to some extent fair and correct competition between farmers, between the regions of Cyprus, between irrigation and non-irrigation projects and above all to deal with the problem faced by many farmers, who are in areas without government irrigation projects such as in western Mesaoria, in western Nicosia, in the mountainous areas.
“Therefore we must address energy costs in the irrigation sector and this will be beneficial not only for farmers but also for consumers as increases in agricultural prices will be limited products”, said Mr. Hatzigianni.
The DISY MP was critical of the position of the Ministry of the Interior on the matter, saying that the Ministry of the Interior insists on the position that relevant decrees should be issued (by the Ministry of Interior) without allowing the free installation of photovoltaics for irrigation purposes.
“We are talking about a small number of photovoltaics that will not be able to have a commercial character”, explained Mr. Hatzigiannis, indicating that the aim of the proposed law is to cut through the bureaucracy and that if if the recommendations of the Ministry of Internal Affairs are accepted, this means that the bureaucracy is strengthened.
He also pointed out that with the existing legislation, the bureaucracy has practically completely prevented the installation of photovoltaics for irrigation purposes, stating that the conditions need to be created to reduce bureaucracy and allow farmers to proceed with the installation of photovoltaics for irrigation and self-production purposes.
In response to a clarifying question he said that the farmer should be able to connect to the network as well.
