Proposal for prioritizing vulnerable people at service points

Raising public awareness of vulnerable people at service points in specific private or public places is the aim of the proposal by the MPs of DISY, Savias Orfanidou and DIKO, Christianas Erotokritou, for prioritizing vulnerable groups of the population, in places where the public is served , which was discussed on Monday in the Parliamentary Human Rights Committee.  

During the debate, disagreement was expressed by the President of the Committee, Irini Charalambidou, and the MP of the Environmental Movement-Citizens' Cooperation, Alexandra Attalidou, in including pregnant women in the proposal, as, as they said, pregnancy should not be presented as or to turn into a disability.

Concerns were expressed by invited guests and members of the Commission both for the amount of the prescribed fine, €500, but also for the practical implementation of the controls for the specific measure.

According to the proposal, in cases where there are four funds in operation, either in private or public services, apart from hospitals and health centres, one will serve vulnerable people.

In her statements after the session, Mrs. Orfanidou stated that the discussion related to the two proposals for a law that she had submitted, for the prioritization of vulnerable groups of the population, in areas that serve the public, in public and private areas. Vulnerable groups are people with disabilities, pregnant women and pensioners aged 75 and over, he added. He noted that along with these two legal proposals, Mrs. Erotokritou's legal proposal concerning an amendment to the Disabled Persons Law was also discussed. which also concerns the prioritization of disabled people in retail outlets.

Mrs. Orfanidou said that they have decided to collapse the three proposals into one and that the proposal, both on her behalf and on behalf of Mrs. Erotokritou, be sent to the Plenary, “with the hope that this proposal will pass so that we can support and to ensure once again the human rights of people who are in a difficult position and many times do not have the correct treatment as they should have”.

He also stated that the competent bodies have generally taken a positive position towards the three proposals of the law, “because we have to institutionalize this prioritization which is also done abroad with the ultimate goal of raising public awareness of vulnerable people when the public is served in specific areas, either in a private or public space and to create in this way a culture of awareness and a culture of politeness for self-evident human rights”. as he said, as well as on the subject of pregnancy. He said that already in Cyprus pregnancy has come to be considered as the most “dangerous thing”, and he also referred to the very high rates of caesareans, saying that he does not agree with “making it look like a kind of disability”.

Mrs. Charalambidou also expressed her reservations about the issue of pregnant women. He said it was a proposal “that is troubling about the way we treat people with priority or disabilities, that imposes manners of civility,” but, he added, “under no circumstances” would he see it in the case of pregnancy. He said the majority of women worked until their eighth month without any problem and noted that he thought there would be “massive upheaval” if a young woman, because she was two or three months pregnant, was found to be skipping the line.

< p>He noted that he thinks it is a proposal that can be useful, “although we institute ways of good behavior that should be taken for granted” but that they should reconsider the issue of the category of people who will be entitled to this special treatment.

The Member of Parliament of DIKO, Pavlos Mylonas, congratulated his two colleagues for the initiative but said that he considers the fine of €500 excessive. He also expressed concern about abuse of this measure “by the well-known vigilantes”.

AKEL Member of Parliament, Giorgos Koukoumas said that they recognize and appreciate the intentions of their two colleagues, noting that their concern concerns how this measure will be able to be applied in practice.

During the discussion, representatives of the Association of Banks and the Association of Supermarkets raised the issue of the fine, specifically that it was high.

The representative of the Pancypriot Association of Supermarkets also stated that there are already instructions to give priority to these groups and that they believe that there will not be any issue in the supermarkets.

The representative of the Federation of Employers and Industrialists (OEB) said that they agree with such measures, but they are concerned about the issue of implementation, while, as she said, the fine is high.

As for the amount of the fine, Ms. Orfanidou stated that, with Ms. Erotokritou, they do not consider , that it is high, but they will see it and come back. She said that their reasoning was that it is the big companies that usually have more than four funds and that for them such an amount is not large.

She also said that not all women do not face problems in pregnancy, and that there is no need for a pregnant woman to use it if she does not need it but it is good to have it because, as she said, she has seen cases of women in advanced pregnancy who were not given priority.
