In an intense atmosphere, the Parliamentary Audit Committee examined the special report of the Audit Service for the Municipality of Paralimni for the years 2014-2015, which includes complaints against the Mayor Theodoros Pyrillis.
The report, which was briefly presented by the Auditor General during the meeting, refers to arbitrary interventions in the beach protection zone, assignment of work to contractors without tender, acquisition of a plot by the Mayor and subsequent development of the area, and the establishment of a non-profit company. in which the Mayor also participated, who, according to Odysseas Michailidis, received privileged information.
“This company receives privileged information from the Municipalities and then conducts studies by bypassing the legal procedures”, he added the Auditor General.
Mr. Michailidis accused the Municipality of Paralimni of not answering questions from the Audit Office because the complaints he had received were anonymous. In fact, said Mr. Michailidis, “the Municipality tells us if you do not give me the name of the complainants, I will not answer you.”
collector of the Municipality, with the Municipality being limited to the collection of money without proceeding with the prosecution of the official, who was fired.
“Someone embezzled money and with the stall (the Municipality) reported him and told the Police, he put the money back, we have no complaints”, added the Auditor General.
Pyrillis: “A popular party was set up court “
Responding, Mr. Pyrillis said that” when you hear everything that was heard you wonder if you should sit in the chair or consider yourself the most corrupt man in the place and go here to enter the Central Prisons on your own. “
If everything that was heard is true, he added, “I have to go to jail.” He also said that after the publication of the report, “a people's court was set up”. recover the embezzled amount, but also to protect the data of 3,000 accounts that were affected.
“This was my disagreement with Odysseas Michailidis and I told him that there is no way he will not be prosecuted. But my duty was the Municipality to recover the money and then it will be given to the Police. “They were given to the Police, all the testimonies were given and the man left the Municipality and was fired, so for us the issue took legal action and the Municipality had no problem”, he said.
Power of Attorney to the General Controller to check it
At the same time, Mr. Pyrillis said that he and his wife gave a power of attorney to the Auditor General with whom he authorizes him to conduct an investigation for him both in the Land Registry and in banks in Cyprus or abroad or to conduct an investigation in companies. to check if he is or will become a shareholder. He added that the authorization is valid for a period of five years after he leaves the position of Mayor.
“I am very clear, I am not afraid of anything, everything is in accordance with the law and I call on the Auditor General to use the authorization and control me “, he added.
He also stated that after the publication of the report, in a letter to the Attorney General on September 29, 2021, he asked to be informed about how many cases were investigated against him.
As he stated, the Attorney General replied that two cases were investigated. In the first case, it was decided not to prosecute because the Municipality had received legal advice and in the second, which concerned abuse of power, it was found that he had nothing to do with the allegations, according to Mr. Pyrillis.
“The Auditor General in many cases went to the Attorney General because I was interrogated too many times by the Police, but he does not say what the result is,” he added.
In relation to the non-profit company, TEVEA, Mr. Pyrillis said that the idea for the creation of this non-profit company, started from all the Mayors of the province and operates as a chamber. “We did not give a single cent commission, in our files there is nothing from what the Auditor General says, he got the information from the Municipality of Ayia Napa”, he said.
Taking the floor again, the Auditor General said that he had not heard “anything that indicates that even one virus from our report is wrong.”
“If someone is offended that we wrote something, it does not mean that is wrong “, added Mr. Michailidis, noting that in TEVEA Mr. Pyrillis signs as” Mayor – businessman “. & nbsp; & nbsp; & nbsp;
In statements after the end of the session, DISY MP, Savvia Orfanidou, stated that it appears that the complaints have been thoroughly investigated by the Police and the Legal Service and are not substantiated and no accusation is made against the Mayor of Paralimni.
< > He noted that the report re-identified the timeless weaknesses that existed and exist in the Local Government and that is why we proceeded to the reform of the Local Government.
For her part, AKEL MP Irini Charalambidou criticized the fact that Municipality did not respond to the Audit Office's questions from anonymous complaints, especially after Parliament passed legislation to protect whistleblowers.
He said the mayor provided some information but did not respond on the merits. “And the complaints of the Auditor General remain, which for me are pending as questions, given that if the Mayor disputes the records of the Audit Office in relation to his intention to develop the area that concerns a piece that he had bought, let him go out. refute paragraph by paragraph “.
