The President of the Republic referred to part of the laws that were passed in the context of the legislation for the reform of the local self-government, regarding the creation of the Municipality of Akama and the Municipality of the City of Chrysochous.
In the referral to the Speaker Annita Dimitriou, President Anastasiadis states, among other things, that the administrative proposal for the creation of municipalities or their merger or abolition falls within the scope of competence of the executive power based on Article 177 of the Constitution.
The returned part of the Law on Municipalities concerns the new Municipalities of Akama and Polis Chrysochous. , Kathika, Kato Arodon, Kissonergas and Pano Arodon, which are renamed in the respective homonymous municipal districts of Akama Municipality.
He had also voted in favor of the creation of the Municipality of Polis Chrysochous, based in Polis Chrysochous, which consists of the municipality of Polis Chrysochous and the communities of Agia Marina (Chrysochous), Androlykou, Argaka, Gialia, Drousia, Crete Terra, Makounta, Neou Chou ), Neon Dimaton, Pelathousa, Pomou, Tera and Chrysochous, which are renamed to the respective homonymous municipal districts of Polis Chrysochous.

In relation to the communities (amending) law, it is proposed to vote for the abolition of cluster H, which concerns the communities of Emba, Lemba and Chloraka and the inclusion of the communities of the Akama region in a Unified Cluster of Communities that includes Androlykou, Kato Arodes, Pano Arodes, Drousia, Innia, Kathikas, Neo Chorio Paphos and Fasli.

At the same time, it refers to risks of application of the returned provisions that in their essence will allow the unequal treatment of their affected citizens, while they will circumvent the urban planning of the wider area.
Furthermore, it is stated that it has not been documented by the legislature, how it is responsible for the creation of a new Municipality/Municipalities and the definition of their administrative boundaries and how they can meet the same criterion and the same degree of necessity, set by the legislator for reform, allowing the administrative divisions of local government, only to the extent that it is objectively necessary and justified.
It is also stated that the returned provisions are not only inconsistent, but contradict the essential purpose of local government reform, which is defined as the creation of dynamic and functional administrative units capable of coping with their increased responsibilities. The returned provisions, it is stated, due to their insufficient foundation, will lead to malfunction, since their implementation as they were finally formulated becomes essentially and practically ineffective.
