Research did not like Odysseus' conclusions

The insistence of the member of the committee, Kyriakou Kyriakou (assistant auditor general) to squeeze the auditor general with successive questions of rather normative dimension, also caused a sensation through the minutes, as a result of which in some cases the impression is given that the priority of Mr. Kyriakou, perhaps other members of the committee, was to deconstruct the auditor general's reports and not to extract as much information as possible about their own investigation.

Committee disagreement – gen. controller

In one case, while Mr. Michailidis had argued for the basic position that the naturalization of casino (and Wargaming) executives was done by the Ministry in violation of the law on population register and the criteria decided by the Minister himself, Pavlos Ioannou invoked a paragraph in decisions of the Minister, according to which “none of the above (s.s. criteria-conditions) hinders the discretion of the Council of Ministers”. Mr. Ioannou wondered whether, with this wording, the Ministry retained its right to naturalize, exceptionally, foreigners, even without meeting the economic criteria. Mr. Michailidis, for his part, argued that what he understands is that the Minister reserved the right to reject applications at his discretion, even when the criteria were met, and not to approve applications when there is no compliance with the his own decisions.

Elsewhere in the process, Dimitra Kalogirou argued (as an expression of “understanding” of the Minister's decision to naturalize company executives in violation of her own decision, of 2016) that the Ministry of Finance (and consequently the Ministry) used, for in the case of the casino, Article 111A paragraph 1 of the law, which allows the Ministry, in very exceptional cases, to honorably naturalize some foreigners, for reasons of public interest, due to their large investments in the country. In short, Ms. Kalogirou said that the Ministry included the casino in very exceptional cases and that it was considered by the Ministry that the financial criteria did not need to be met.

The Auditor General explained to Ms. Kalogirou, among other things, that the 18 naturalizations of people in the casino can not be considered exceptional cases (not even about three times as many people in Wargaming), stressing that even if the Ministry decided so, it should, by law, to inform in writing, through the decision, of the reasons why these mass honorary naturalizations were deemed necessary. Mr. Michailidis also stressed that the Parliament was misled by the Ministry of Interior, as the relevant briefing of the body stated that the Ministry of Finance confirmed that the financial criteria were met (and now it turns out that they were not met) and in addition avoided, the ministry, to state that the specific naturalizations concerned the casino. Specifically, Mr. Michailidis said to D.
