The opinion of the Legal Service that the only product that can bear the name Halloumi and is available inside and outside Cyprus is the one that meets the specifications of the Protected Name (PDO), put a definitive end to those who believed that they could export products based on the brand, and not only that, but would use a minimal amount of sheep and goat milk. & nbsp;
Now things have been clarified with a catalytic intervention of President Anastasiadis in order to bridge the differences between the involved parties, so that the production of PDO halloumi can start immediately, and to give increases in the price of goat and sheep milk. The meeting with the sheep and goat farmers will take place next Thursday, while the meeting with the cheesemakers preceded last Monday. At this meeting the large dairies expressed their readiness to join the certification and control system of the Bureau Veritas, after receiving some commitments in matters concerning amendments to the dossier, for which, however, the approval of the Commission is required. & Nbsp;
< p>According to information from “F”, this conclusion was a result of the clear position of both the Attorney General and President Anastasiadis for the immediate implementation of the regulation governing the production of PDO halloumi. In particular, the President of the Republic argued that from now on the legislation will be faithfully implemented, as interpreted by the Legal Service, while products that for any reason do not meet the specifications of the PDO, will not be able to be marketed under the name Halloumi . Furthermore, he called on the cheesemakers to increase the price of goat's and sheep's milk, so that they are sustainable. & Nbsp;

Indicatively, it is mentioned that the production cost of one liter of sheep milk currently amounts to around € 1.50/liter and is bought by the cheesemakers around € 1.15/liter, ie a loss for the sheep and goat farmers of € 0.35/liter, with the total of sponsorships granted by the Ministry of Agriculture to cover about 50% of the damage. & nbsp;
about 1000 out of 1500 professional breeders.
Of course, the large dairies, which produce more than 70% of the halloumi exports, have not been included in the PDO control and certification system, claiming that they produce the halloumi product based on the pre-PDO brands. In fact, it is estimated that the reasons why large dairies did not join the PDO, focus on the fact that they do not want to join the control system of the independent body since, as they themselves have admitted, they do not observe the ratio of sheep and goat milk. Furthermore, they do not comply with the prescribed maximum humidity of 46% (ie they sell water) and produce products that, according to the PDO, can not be called halloumi (burger, block, light, chilly, basil, delact, etc.)
According to official figures, by 2020 a total of 44,000 tonnes of halloumi worth € 295.1 million had been produced, of which 4,300 tonnes were halloumi with 100% goat and sheep milk, 26,000 tonnes halloumi with mixed milk and 13,700 tonnes with products bearing name “halloumi”, but without meeting the requirements of the commercial standard and the PDO. The production of the above quantities of halloumi would normally require at least 15,000 tons more goat and sheep and 30,000 tons more cow's milk. This deficit can be attributed to: (a) the increased (non-PDO) humidity in the final product, ie around 2000 tonnes of water were used instead of milk, (b) the reduced content (below the prescribed limit) of sheep and goat milk in the mixture and (c) the use of milk powder.
Legal Service: Avoiding Misleading
After the deadlock of the consultations between the Ministry of Agriculture and the involved bodies and given that the production of halloumi that was not PDO by the large dairies continued, the Legal Service was consulted, in particular regarding the compatibility of producing a product bearing in the territory of the Republic the name “halloumi”, without meeting the requirements of the PDO, and exported to other EU Member States and third countries.
In an opinion dated 27 May 2022, the Legal Service states that all products bearing the name Halloumi and intended for the Cypriot market and/or for export to EU Member States and/or third countries, even if traded earlier of PDO brand recognition, they must meet the requirements of the PDO, be audited, certified and bearing the PDO mark. In particular with regard to the market of the Member States, the Legal Service considers that the marketing of products called halloumi that do not meet the requirements of the PDO, could mislead the public as to the nature, quality or geographical origin of the product. In addition, the Legal Service recommends that any differences between the trademark production standards and the PDO be eliminated by amending the trademark regulations.
Suggestions for amendment to be submitted to Brussels
The Government, after the completion of the President's consultations with all the involved halloumi producers, will submit to the Commission a series of minor amendments to the PDO specifications. Amendments that are evaluated and approved within about two months. These changes are expected to make it easier for dairies to market under the name halloumi, the largest volume of their products. Firstly, the increased moisture content of the halloumi should be included in the PDO and secondly, most of the products that were produced outside the specifications, such as the block and the burger, can be legalized. & Nbsp;
Further, it will be paid an attempt to amend the PDO regulation so that in exceptional cases it is possible to extend the transitional period by more than 10 years. This effort is being made in consultation with the Commission, which is discussing the matter at its own level. If this is achieved, the obligation to produce halloumi with a ratio of 50% + goat and sheep and 50% – cow, from 2024 can be postponed to 2029 or 2030.
Also on the table is the modification of milk quota that will be valid from July 2024 from goat and sheep 50% + and cow 50% – to goat and sheep 35% + and cow and 65%.
