Six first-class football pitches must undergo intensive care and two more first aid kits in order to be considered completely safe for fans and users, according to a study by the Stadium Licensing Authority. The cost of restoration, at prices in the year 2020, was estimated at € 40 million, although with the increase of materials it is estimated that today it is increased.
Recently, the Stadium Licensing Authority raised the issue before the President of the Republic and during a meeting it was decided to allocate € 150,000 for a thorough inspection of the three stadiums of refugee associations which were built after the Turkish invasion of 1974. These are the stadiums “Antonis Papa “Of Anorthosis,” Ethnikos Achnas “and” Famagusta Return “of Nea Salamina.

In addition to the “old” refugee camps, the other stadiums that need to be upgraded as soon as possible are:
1. GSZ Stadium in Larnaca.
2. Tsirio Stadium in Limassol.
3. Makareio Stadium in Nicosia.
The following two pitches need relatively limited interventions:
1. Tasos Markou in the Municipality of Paralimni.
2. Stelios Kyriakidis in Paphos.
This concerns the A category, because the situation in the B category stages, in some cases can be considered dangerous.
Regarding the prevailing situation off the coast stadiums, where the KOP Football Class A matches are held, as well as for a number of indoor stadiums/halls, the picture is presented as follows:
Various issues are identified such as damage (oxidation of reinforcement, cracks in load-bearing elements, surface wear, etc.) in load-bearing or non-reinforced concrete structures and/or in filling elements (masonry) which in some cases pose a risk to the structure itself. and in other parts which can be detached can be used for other purposes (since these are essentially stones and metal objects which are prohibited from being in sports venues during their operation).
The The above picture, which is certainly not the same in all stadiums, must be addressed so as not to find those involved in front of unpleasant surprises, since if no measures are taken and some facilities are not shielded, we may mourn the victims.
Advisers to the Authority pointed out that the fact that there are structures that show oxidation in reinforcement and other problems, depending on the fact that they have been constructed in periods without or with partial use of seismic regulations, makes the affected stages vulnerable to this or in depth study of their remaining bearing capacity, for the purpose of repairing or strengthening them, is deemed necessary.
The role of the competent Authority
The Licensing Authority has a duty and authority to license the operation of sports venues and to issue by June 30 (each year) the safety certificates for these venues, lasting one year.
In particular, the Authority may exercise the following responsibilities and duties:
To grant a license to operate a sports venue, with or without conditions, after having previously carried out the necessary inspections of the facilities of the said venue and ensuring that they have been erected in accordance with the relevant permits and technical specifications determined by the signatory designer and approved by the competent Authorities of the Republic. >The Licensing Authority (which is also responsible for what arises) is said to insist on taking all appropriate measures and carrying out the necessary maintenance/upgrade work of the stadiums. & Nbsp;
It is worth noting, that based on the relevant study the following emerges: & nbsp;
& gt; Seventeen of the stages were designed and built before 1994.
& gt; Sixteen stages were built after 1994.
& gt; Of the 33 stages, 23 were built before 1999 and 10 after. & Nbsp;
The Licensing Authority focused on these two dates, taking into account that on 01/01/1994 the Cyprus Earthquake entered into force. Regulation (even if temporary anti-seismic measures have been in force since 1986). Moreover, on 01/09/1999 the obligatory supervision of the constructions was applied by the Designer of (each) project, while from 01/01/2012 the Eurocodes were implemented which were valid from 01/01/2011). & Nbsp ;
At this point it was clarified by officials that the above does not mean that a building that was built before 1999 was not supervised. At the same time, it is clarified that a building that was constructed before 01/01/2012 does not comply with the Eurocodes.
As “F” is informed, the sad and at the same time worrying thing is that the owners/stadium managers, despite occasional suggestions, did not take shield measures. & nbsp;
In a relevant question of “Φ” as to whether the Stadium Licensing Authority did what it was supposed to do in order to promote the reinforcement of the stadiums, in order to make them safe. We were told that during its eight-year operation, the Authority evaluated and recorded all the stadiums in Cyprus (open and closed) in which the category A team competitions are held. & Nbsp; of 10 years and which cover almost 95% of the stages of Cyprus. In the context of this process, each owner and/or manager has the obligation to appoint two civil engineers who control the stage from a static point of view while calling on the fire and electromechanical service to check everything that falls within their sphere of responsibility, always in relation to the safety of the stadiums. As already written above, some of the stadium owners/managers did not show the expected response. & Nbsp;
