The fast-track review of strategic developments in Cyprus, while reducing bureaucracy but also ensuring transparency, is aimed at the Investment Facilitation bill discussed by the Parliamentary Interior Committee on Thursday.
In his statements, the Chairman of the Committee Aristos Damianou said that in 2019 the Ministry of Interior with the Ministry of Finance submitted to the Commission a bill for investment facilitation, which was discussed extensively in its previous composition, important remarks were made and the Government returned this year with revised bill.
As he said, this is an important bill with great economic, environmental, social and other implications and with this given in today's debate, the Commission asked a series of questions to the competent bodies on issues related to good governance, sustainable and green development, transparency. , consultations and much more.
He added that the intention is for the Commission to assist in the pursuit of sustainable development but with a balance and full respect for the principles of good governance, the protection of the environment and the role of citizens in such processes that affect their lives.
The debate on the article will start on June 9, he said.
DISY MP Kyriakos Hatzigiannis said that the debate on the adoption of the bill is a very positive development, as there are ideas and proposals that stumble on the endless bureaucracy and public sector mentality. Today, he said, this bill will determine whether it is an investment strategy and then with a new process to accelerate its processing.
Nothing else changes and there should be no worries. In this way we believe that we will respond to the challenges we have with investments that mainly concern the green transition and the energy sector, he said.
DIKO MP Panikos Leonidou said that the bill seeks to complete the gaps that exist today and create the conditions for accelerating the processes for strategic development.
He said that there are many gaps that the Commission will try to fill during the discussion, and added that one of these gaps concerns the concept of strategic development. We want this term, as he said, to be specified, to be thorough so as not to create suspicions.
The Member of Parliament for Ecologists Alexandra Attalidou, referring to specific points of the bill, said that the permits for investments should be given with a lot of control, taking into account all the issues in the past with the case of passports and others. He also said that the abolition of bureaucracy should be a goal not only for big developments, but for all.
He also said that we should know before the examination of the bill what the Government considers strategies developments, as, as she noted, anything that is not within the EU target for the implementation of the green agreement, should not be promoted.
She said that she considers that powers are given to the Minister of Interior and the Director of Urban Planning.
