The renewal and improvement of the existing procedures of the services of the state are an immense need and the Ministry of Defense must be flexible and accept these changes as an opportunity for continuation and upgrading in order to successfully respond to the commitments it has undertaken as a public administration body, Defense Minister Vassilis Palmas said on Tuesday.

Mr. Palmas was speaking during a press conference for the presentation of the digital service for issuing military status certificates, through the government hub gov.cy.

In his introductory speech , Mr. Palmas stated that the possibility provided by the digital service to issue a certificate of enlistment status constitutes an important upgrade of the services provided by the Ministry of Defense, with the aim of providing hassle-free service to citizens.

He added that the development and operation of the said digital service is part of the state's effort for a broad and comprehensive digital transformation of the public administration, which aims to provide better services that will facilitate the citizen's life, adding that it has been proven in practice that electronic public administration can improve citizen service by applying the “government to citizen” principle.

He also said that with the use of electronic services, citizens have the freedom to access information and the ability to submit the necessary data to complete procedures without the need to be physically present in government services, saving substantial time and reducing costs for both the state and for citizens, while at the same time, digitization can improve the efficiency and accuracy of processes, reducing possible errors, omissions and delays.

According to the Minister, the digital service of the Ministry of Defense launched today enables all Cypriot citizens to receive digitally through the gov.cy website certificates, military status certificates or exit permits, depending on the reason for issuance for which they submit application, with the entire process being accessible from anywhere in Cyprus or abroad, with the only condition being the existence of an identified user profile of the page, without requiring physical presence.

The renewal and improvement of the existing procedures of the services of the state are an urgent need, Mr. Palmas continued, adding that the Ministry of Defense must be flexible and accept these changes as an opportunity for continuation and upgrading in order to successfully meet the commitments which it has undertaken as a public administration body.

He also thanked the Deputy Ministry of Research, Innovation and Digital Policy, the General Staff of the National Guard and the relevant department of the Ministry of Defense, as well as the contractor company Ernst & Young for their contribution to the successful, as he said, completion of the project for the benefit of Cypriot citizens. He added that new projects are expected in the near future that will further contribute to the digital upgrade of the Ministry.

For his part, the General Director of the Deputy Ministry of Research, Innovation and Digital Policy, Dr. Neophytos Papadopoulos said that today's presentation is the first sample of the work that can be carried out by the department of the Deputy Ministry, whose title is given as “digital services factory”, and he congratulated the Ministry of Defense, the GEEF and the EY company for the excellent, as he said, their cooperation, adding that he expects that the next services will be completed at a much faster pace.

He also expressed his satisfaction with the recognition by the Ministry of Defense of the horizontal role of the Deputy Ministry in the digital transformation of the state and wished the transformation to progress even further at all levels.

When asked what kind of digital transformation projects are planned for the next period and whether these, in addition to serving citizens, also include functions within the Ministry of Defense, Mr. Palmas said that the service presented today and what will follow are part of the announcements of the governance program of the President of the Republic Nikos Christodoulides, with all the Ministries gradually making presentations to improve their internal procedures, with the ultimate goal, as he said, of serving the citizens.

He added that the competent service of the Ministry of Defense is working on the next chapter about which it will make announcements and as soon as it is ready there will be a corresponding update.
