The three bills related to the opening of the electricity market in Cyprus, whose discussion ended today (14/9), will be submitted to the Plenary Session of the Parliament on September 23, to the Parliamentary Committee on Trade and Energy.

These are the Law on the Regulation of the Electricity Market of 2021, the Law on the Establishment and Operation of the Cyprus Energy Regulatory Authority of 2021 and the Law on the Regulation of the Natural Gas Market (Amendment) of 2021.

Speaking to reporters, the Chairman of the Committee, DISY MP Kyriakos Hatzigiannis, said that the Committee has completed the elaboration of all three bills and the issue is taken to the Plenary next Thursday for voting or voting against.

As he said, this reform is necessary and will bring a different function of the electricity market in Cyprus. The vote, he added, must take place as soon as possible, not only because of its obligations to the EU, but also because the country needs to make the green transition. He added that for this reason, the deputies are honored for the sensitivity they have shown in moving forward at this fast pace. Stating that he would not like to prejudge the positions of the parties, he noted the maturity and the positive attitude of the deputies from all parties and expressed the hope that there will be a positive vote in the Plenary to proceed with the opening of the market in the place.

Mr. Hatzigiannis expressed the hope through the opening of the market and the competition that there will be differences in the prices of electricity.

At the same time, Mr. Hatzigannis said that the discussion for incentives to the communities adjacent to Vasilikos was completed and said that there is a consensus from all private companies and companies operating in the energy sector in the wider area of Vasilikos. He said the incentives received by the residents of the communities will be given some incentives, about 1.5 million a year that will be used to manage ecological problems in the area and improve the quality of life of the residents.

AKEL MP Costas Costa stated that in particular the bill for the regulation of the electricity market, among other things, is necessary to proceed with the opening of the free competitive electricity market, which should be done from 2016 to help reduce the price of electricity which, as he said, “unfortunately due to the incompetence of the Government is doubtful whether it will happen at the end of 2022”. He added that the bill should have come to Parliament years ago as it is harmonizing, but it was submitted to Parliament recently before EU sanctions were imposed.

He also said that AKEL has contributed creatively and in a positive spirit to the bill, submitting heaps of suggestions for changes that were accepted, submitted clarifying questions and compromise proposals to overcome apparent impasses.

The party's effort, he said, is to ensure the independence of CERA, to establish a proper framework for the operation of the DSMK, to maintain the EAC as a strong semi-governmental organization and to protect the rights of employees in CERA, EAC and DSMK. But mainly, as he said, to pass provisions in the bill or to strengthen provisions, which will help the citizens with all the issues of electricity. He expressed the belief that they helped as much as they could to formulate unanimous texts, which to a great extent ensure all of the above.

At the same time, Mr. Costa referred to the discussion that took place about the Government's planning for the use of hydrogen in electricity generation, a fuel that is not polluting. However, he said he was skeptical about whether the Government would finally succeed or whether in this very important issue “we will only hear big words and we will not see any actions”. He also said that the result of so many years of inability is for people to continue to pay for the very high price of electricity and emissions.
