Four steps will be followed for each filling of an interdepartmental promotion position in the salary scale A13, which, as an institution, will be implemented on January 1, 2024.
The interdepartmental promotion is included in the general framework of the public service reform, which was approved by the Plenary Session of the Parliament a few weeks ago. The aim of the new framework for the evaluation and selection of candidates by the EDY to fill the vacant positions in the public service is to ensure the selection of the most suitable candidates and the effective application of the basic principles of objectivity and meritocracy.
According to an explanatory note released to the public service, the candidates for appointment to the managerial position A13 through the interdepartmental promotion will be initially evaluated in the examination centers, ie they will pass relevant examinations. For the candidates who will get a score of 40% in the examination centers, a list will be prepared in order of success in the exams, with the score of each candidate, which list will be submitted to the Public Service Committee (EDY). EDY will then evaluate the required qualifications of those who have passed the exams, while adding up to 5% to those with experience in the department or service where the position is vacant, depending on the length of service. At the same time, EDY will prepare the final list of successful candidates (test result 40% + 0-5 points for the in-department experience). Then, the first three candidates for each position proceed to the fourth and final step. The three candidates are counted the additional qualifications, which are from 0 to 10 points. The following criteria are also taken into account:
– additional experience, which is scored from 0 to 5 points
– performance evaluation based on the Annual Service Reports, which is scored from 0 to 15 points
– recommendation from your supervisor, scored from 0 to 10 points
– the oral examination at EDY, which is scored from 0 to 15 points.
To the above criteria, the result of the examination will be added, plus the intrathecal experience, which will receive from 0 to 5 points. & nbsp ;
The procedure for the first appointment and promotion positions will be similar. For both categories of positions, after the preparation of the list of candidates, the EDY invites to oral examination three times the number of candidates, based on the order of their ranking in the list. & Nbsp; and compiles a table listing the candidates in order of total points that each has accumulated. The table is used to fill vacancies that have been posted or vacancies created or vacated by 31 December of the year in which the vacancies were published and shall expire after 31 December of the same year or after the date of filling of vacancies in the same year.
