The policy axes of the Ministry of Justice the Minister quoted to the Department of Legal Affairs

Minister Anna Koukkidis-Prokopiou presented the policy axes of the Ministry of Justice and Public Order to the Parliamentary Committee on Legal Affairs on Wednesday.

The main axes presented by Mrs. Prokopiou are the completion and implementation of justice reform, including the primary one, the fight against corruption, strengthening the sense of security, road safety, dealing with public and organized crime, the fight of terrorism, prison policy issues, gender equality, gender-based violence and human rights.

In more detail, the Minister stated that within the framework of justice reform, the speedy adjudication of small claims cases up to €10,000, the strengthening and promotion of alternative dispute resolution methods and the amendment of the legislation for the execution of court decisions are included.

He added that the effective operation and modernization of justice delivery procedures requires, in addition to taking legislative and other appropriate measures, cooperation and consultation with the judiciary, which is currently in charge of implementing the reform.< /p>

It is necessary, he said, to make major cuts, especially administrative ones, to mitigate or even eliminate the various problems. The immediate priority is the difficult task of clearing the backlog of cases in the courts, while at the same time promoting the implementation of an electronic justice system, he noted.

The Minister of Justice assured the Committee that the Ministry will continue to work closely with its natural partners, namely the Supreme Court, the Bar and the Legal Service, so that the legislation it promotes gathers the highest degree of consent and acceptance. In this context, the Minister announced that next week she will have meetings both with the Supreme Court and with the Pancypriot Bar Association, while stating that she will personally inform the Legal Committee about various initiatives and measures taken by the Ministry .

Another important pillar for the Ministry, said Mrs. Prokopiou, is transparency, the prevention and fight against corruption, stressing that not dealing with corruption is a threat to the foundations of democracy and the economy of every state. The Minister noted that the three anti-corruption laws have already been passed, while the Ministry continues the national strategy to combat corruption with horizontal and non-horizontal actions, with implementation schedules, until the responsibility for monitoring and implementing the actions is assumed by the Independent Anti-Corruption Authority.

Strengthening the security of citizens is also a key axis of the new Minister's policy and is implemented through the implementation of policy measures and actions of the Police. The actions implemented by the Police to strengthen citizen security by developing new forms of police cooperation with local communities aim to increase the level of road safety, to deal with public and organized crime, drugs, human trafficking, crimes against children, in the prevention and fight against terrorism and radicalization, he said.

In the context of upgrading the role of the Police, the Minister stated that the reorganization of the institution is a priority. "The continuous and increased challenges that the Police face today require its reorganization so that it can adequately and effectively respond to its role", he said.

With regard to road safety, the Minister stated that she will proceed with the promotion of the creation of a driver's training school, as an alternative measure of imposing a penalty, with the aim of compliance and the cultivation of road awareness.

Among the main goals of the government is the fight against violence against women and all forms of violence. In addition to the laws already passed by Parliament, legislation to criminalize harassment and stalking will be promoted, he noted. At the same time, a modern grid of political actions and measures for the protection of women is defined, while at the same time bills will be promoted to grant legal aid to victims of gender and domestic violence.

Finally, the Ministry's primary objective is to resolve the problem of overcrowding in prisons, the strengthening of the reformative process in prisons, with respect for human rights with the aim of the smooth reintegration of prisoners, he noted.

Noting that communication with the legislature is very important for the government, the Minister said that "when there is a positive predisposition for cooperation, we can resolve many pending issues, quickly, because time is not on our side".< /p>

The Chairman of the Legal Committee, DISY Member of Parliament, Nikos Tornaritis, addressing the Minister said that "I believe you will succeed in your mission. I know you personally and I think you are flexible and will bring results. We declare that we will cooperate with your Ministry where and where we believe that you serve the public interest and justice”.

AKEL MP, Aristos Damianou said that AKEL will support any legislative initiative or action of the Ministry. for the defense of human rights, the protection of citizens, the strengthening of the rule of law and the proper administration of justice, while he will stand against policies that he considers do not promote these priorities.

In addition, he listed a number of issues for the Ministry, such as the completion of the reform of Justice, to include primary justice, the serious and chronic problems in the central prisons, the escalation of serious crime against persons and property. He also touched on the issue of full compliance with the Istanbul Convention, issues related to gender-based violence, violence in the family, equality between men and women and the rights of juvenile offenders.

The Member of Parliament of DIKO, Panikos Leonidou, said that the Legal Committee expects excellent cooperation with the new Minister. In his statements after the completion of the Commission, he noted that there are many challenges and problems, such as the creation of the small claims court, the passing of a bill for sanctions or measures in cases where the administrative bodies do not comply with the decisions of the administrative courts. He also stated that the issues of security and protection of the citizen remain and the new Minister should enter into a dialogue about them, as well as the issue of prisons, stressing in turn the necessity of consensus on the issues being discussed.

Sotiris Ioannou, Member of Parliament of ELAM, said that the Ministry's challenges are great, as the Ministry is involved in all aspects of public life and expressed the intention to help the Ministry's efforts.

< p>The President of the Environmentalists' Movement, Charalambos Theopeptou, in his own statement focused on issues that the new Minister should see. One of them, he said, is the behavior of the police during demonstrations, so that problems do not arise again. He also touched on the lack of staff in prisons, the improvement of Police procedures when taking statements. Regarding the animal police, Mr. Theopeptou said that they should be strengthened with powers to issue fines but also have the appropriate training. He also asked for the upgrading of the institution of the neighborhood police. Finally, he asked the Ministry to hold a public consultation before bringing the bills to the Parliament.

DIPA Member of Parliament, Marinos Musiouttas, also referred to the importance of cooperation with the parties to prepare the bills for better processing when they come before of the committee. In addition, he requested that the issue of the municipal police be discussed in the future, in view of the reform of the local self-government. He also touched on the issue of the staffing of the Police and Fire Department.
