< p>Specifically, the proposal amends the law on the Prohibition of Filling Vacancies in the public and wider public sector, in order to lift the ban on filling vacancies. Under current legislation, for the purpose of filling a promotion position, the request is submitted together with complete supporting documents for the need to fill a specific position directly from the competent authority to the Parliamentary Committee on Finance, to obtain written consent. At tomorrow's meeting of the Committee, the deputies of DISY and DIKO are expected to argue for the necessity of changing the procedure and the resumption of the procedure that was applied until 2017. That is, before the informal transaction that took place then between DISY and DIKO to be approved the bill that vacated all promotions, but continued to ban first-term recruitment. At that time, DISY had supported the amendment of DIKO to pass all the promotions by the Finance Committee, so that DIKO gives its positive vote on the bill.
The rapporteurs consider that the procedure should be changed , with the aim of reducing bureaucratic procedures and the administrative burden that is unnecessarily caused for promotional positions in the public and wider public sector. A few days ago, when the issue of postings in the state machine was discussed, DIPA MP Marinos Mousiouttas announced in advance that he would submit an amendment that would eliminate all vacancies! As he said, it is not the best solution to leave vacancies in the budget. For his part, the General Secretary of PASYDY, Stratis Mattheou, had stated that all positions should not need thawing.
