< p> The difficult situation in which a large number of municipalities and communities are, without any indication of substantial prospects for change or recovery of their financial data, makes urgent the need for innovative reforms in Local Government in order to ensure the efficient operation of efficiency and sustainability. The current model of Local Government has long completed its cycle. The current situation creates difficulties in local development, the upgrading of services and the control of Local Government. It is obvious that the continuation of the current structure and operation of the Local Government leads to a financial impasse and it is necessary to make arrangements and interventions necessary to address the root cause of the problems that have arisen.
The main weakness of the local Cypriot self-government, which is reinforced by the centralization of the Cypriot state, is the difficult financial situation of its Municipalities and Communities, which in many cases are still unable to meet their basic obligations.

The balance of loans of municipalities with government guarantees amounted to € 226 million at the end of 2021, compared to € 245 & nbsp; million at the end of 2020, from an initial loan amount of € 395.6 million./p>
Perhaps the main problem is the particularly strong centralized character of the Cypriot state, and in particular in the field of promoting local development. The dependence of the implementation of local development programs by bodies of the central and provincial & nbsp; administration referred to the necessity of creating networks and cooperation practices. Serious deficiencies and weaknesses are observed in the internal control systems of the Financial & nbsp; services of the Municipalities, resulting in the under-functioning of the services themselves.
Savings in operating expenses

Outsourcing by the Municipalities to the private sector following tenders for the provision of certain services as well as for the construction of infrastructure projects is an important tool that must be utilized.
Main sources of revenue b >
The main sources of revenue of the Municipalities are the various municipal taxes, fees and rights (professional licenses, real estate fees, hotel overnight fees, licensing fees, garbage collection fees, fines, etc.), as well as government sponsorships. Taxes, fees and charges are the most important source of revenue for Municipalities while government sponsorships represent only a small percentage of their revenue. More than 55% of local authorities' main sources of revenue are “own revenue”. The state subsidizes infrastructure projects undertaken by the Municipalities and the amount of state sponsorship depends on the type of specific project and the needs and capabilities of each Municipality. Local Authorities have their own annual budget, which includes all their expenditures and revenues.
Economic Autonomy
The financial autonomy of local authorities principles is something non-negotiable. The continuation and strengthening of resources will greatly ensure financial independence, thus strengthening their role and responsibilities. Responsibilities that are not limited only to their existing mission but also their expansion. Responsibilities and powers related to Urban Planning, policing and traffic management, management of school and cultural infrastructure, stadiums and sports facilities, issues related to health obligations, and waste management and environmental issues. & Nbsp;
