Government and public service are accelerating the reform of public resource management, the first phase of which is expected to take effect in 2023.

During a conference entitled “Public Resource Management Reform in the Republic of Cyprus, Perspectives and Challenges in Decision Making” organized on Friday by the Cyprus Academy of Public Administration in collaboration with the General Accounting Office of the Republic, Finance Minister Konstantinos Petridis stressed Government in the effective management of public resources.

“The Government remains committed and has invested resources, will and energy with the ultimate goal of improving the management of public resources in a way that provides high quality and rewarding public services to all citizens,” said Mr. Petridis in his speech.

He noted the importance of focusing on the principle of “limited resources” and on what results can be achieved with them, something that, as he said, politicians often want to forget. & Nbsp; He said a good technocratic, bureaucratic body would ensure the long-term effectiveness of policies. in the evidence base to maximize the benefit to the citizen & nbsp; and to ensure that the last euro is used properly for the benefit of society.

“As a state, we want to learn to think and plan in a deeper horizon, to make better decisions by explaining in an understandable way where citizens' money is spent and why. “We want to show the importance of accountability by presenting the overall results and implications of every policy and action,” he said.

The Minister of Finance also stated that sound public financial management, fiscal transparency, government accountability and the involvement of civil society strengthen citizens' trust in the state. This reform, he noted, also reflects the commitment of the public administration to transparency and accountability to the citizen, as expressed by the ongoing and unwavering support of the current Government for the reform work of public financial management.

The implementation of the reform in two phases

The General Accountant of the Republic, Rea Georgiou, presented the Strategic Reform Project promoted by the General Accounting Office, in collaboration with the Ministry of Finance, the Public Service Committee , the Department of Public Administration and Personnel and the Department of Informatics.

As he mentioned, the reform revolves around the introduction of a new Enterprise Resource Planning (ERP) information system. The project is divided into two parts: financial management, which is expected to be operational from January 1, 2023 and concerns all accounting operations, budget preparation and implementation, market management, revenue and revenue and management of fixed assets.

The second part concerns payroll and human resource management and includes the calculation and payment of salaries and pensions, the management of human resources, licenses, placements, promotions, etc. as well as the consolidated information base for each civil servant. The second phase has an implementation plan in 2024.

Regarding the application of the accrual database, as stated by the General Accountant, with the introduction of the new system, it is expected that manual procedures will be computerized and repetitive and time-consuming procedures will be automated. In this way, he explained, human resources will be freed up, which are expected to be utilized in a way that adds value. Additional benefits expected from the reform include better programmability for decision-makers, greater transparency in transactions and how the public interest is served, he said.

Finally, he noted that the project is provided with expertise by experts from the International Monetary Fund and the OECD, as well as the European Commission and the Ministry of Research, Innovation and Digital Policy.

In his presentation on budget reform, the General Director of the Ministry of Finance George Pantelis referred in particular to the new way of preparing the budget on the basis of activities through which the goals and priorities of each economic operator are defined and the activities to achieve the objectives. & Nbsp;

In his presentation on the holistic digital transformation of the state, the Deputy Minister of Research, Innovation and Digital Policy & nbsp; Kyriakos Kokkinos, stated that the Republic of Cyprus is facing major projects for e-government and investments of € 170 million with funding from the Sustainability and Recovery Plan. He also presented the plans of the Ministry of State and in particular the plan “all the public on one screen” for electronic access to all public services which is in the works.

At the same time he said that at the moment & nbsp; Cyprus ranks 21st in the European Digital Economy and Society Index (DESI) despite improving by 3 places in the 2021 index and 19th in e-government out of a total of 27 countries.

He said that what keeps Cyprus stuck is the low performance in the focus of e-government on the user, in the simplification of the process for the citizen, in the ability of the citizen to access his data and the planning of the service for the benefit of the citizen.

He also noted that the public service has all the components to succeed and increase its performance in this area, while the long journey of reform continues.

For his part, the Minister of Finance of the Hellenic Republic Christos Staikouras, in his online presence at the conference, referred to the experience from the reform of the Greek public administration. As he mentioned, in 2012-2014 the foundations were laid for a modern approach to public finances in Greece. Since then, he said, significant progress has been made in the country's budget system, in the areas of long-term planning and budget preparation.

The result of the reform has been the updating of financial controls, the quantitative and qualitative strengthening of audits mechanisms, strengthening the services of the General Accountant who exercise financial controls, as he mentioned.

In addition, the Minister noted that regular, timely and valid information on the implementation of the budget was consolidated. The institutional shielding of the fight against fraud was initiated through initiatives and collaborations and, finally, the role of the budget office was upgraded, ensuring its institutional status.

Mr. Staikouras added that the 2022 budget reflects a number of new , with the aim of increasing the efficiency of the state, by introducing performance indicators, controlling expenditures and increasing information and transparency.

He added that with the new innovations, the review of expenditures and revenues, which are a key priority of the government, is implemented in a more prudent way.
