The Strategic Environmental Impact Study for the Regulatory Development Plan for the Vasilikos area has been put up for public consultation, which includes suggestions for zoning.

The following main facilities are planned/under implementation in the area/infrastructure:

VTTV company has expressed interest in the future to proceed with:

• Expansion of its dock by adding a vertical cantilever (finger)

The purpose of the Spatial Development Plan is to

facilities or activities can be safely accommodated.

The aim of the proposed revised Spatial Development Plan in the area of ​​Vasilikos, as required by the Contracting Authority, is:

• The existing and future facilities to operate in an efficient, synergistic, safe and environmentally sound manner. Proposed future projects and overall development of the area for the next 30 years to be compatible with existing facilities, taking into account risks, safety, environment and social dimension.

• The Spatial Development Plan of the Vasilikos area to be a tool for the optimal development of the entire area, within the time horizon of the next 30 years.

• Assess and make recommendations for more effective protection of the area and facilities, including the possibility of a terrorist attack or severe natural disaster (eg seismic activity, tsunami, extreme weather conditions), as well as the environmental compatibility of

• Identify areas for specific uses and ensure that well-designed facilities or activities can be safely housed.

The individual objectives of the Spatial Development Plan of Vasilikos area are

the following:

• The provision of a framework that will allow the optimal industrial development of

• The allocation of land and the provision of a framework for the storage of hydrocarbons and other industries related to energy, natural gas and related infrastructure.

• Land Allocation (Liquefied Natural Gas Zone – LNG) for LNG facilities, taking into account the possible discovery of significant additional gas reserves in the Cyprus Exclusive Economic Zone and more generally in the Eastern Mediterranean.

• The Evaluation of existing and planned port facilities (including the proposed expansion of Port Vassilikos) in relation to the onshore activities and other commercial and industrial activities planned to serve (eg offshore supply bases).

Providing a framework for the upgrade or development of new facilities in the area of ​​Vasilikos.

• The development of the area paying particular attention to the social and environmental aspects and the issues of safety, protection and risk.

A key priority for the Contracting Authority is:

• the optimal industrial development of the area, taking into account the prospect of discovering significant additional quantities of natural gas,

• the transfer of oil, gas and asphalt storage facilities from Larnaca to Vasiliko and

• the continuation of the smooth operation of the existing facilities in the area of ​​the Royal Spatial Plan.

It is also requested to review the areas that had been proposed under the existing Spatial Plan (to maintain or propose new ones where appropriate) for:

• the construction of a gas liquefaction plant with a capacity of up to

five LNG trains (5 MTPA/train),

• for oil and gas storage facilities (LPG) and

• related industries natural gas (petrochemical industries).

The revised Spatial Development Plan of the Vasilikos area includes port areas for energy purposes and mainly for the service of offshore hydrocarbon exploration and exploitation activities in the Cypriot EEZ and in the wider region of the Eastern Mediterranean, as well as the planning of the Eastern Mediterranean. of the Ministry of Transport, Communications and Works and the Cyprus Ports Authority.

Finally, it is requested to take into account the plans of the Public Natural Gas Company (DEFA) for the infrastructure for the supply and distribution of natural gas in Cyprus for the needs of the internal market and any other infrastructure/facilities that will be indicated to the designer by the YEB or/and other Government Departments and Services.

Zone Modification & nbsp;

With the revision of the urban zones in May 2018 and their finalization in January 2020, an extension to the east of the Industrial Zone Category A '(Zone B2) was instituted, so that there is more space for the location of industrial facilities (Phase 2 – Oil Storage and Gas Base Industry). In this way, possible future installations were taken into account, while at the same time it is possible to maintain sufficient distances between the industrial units.

At the same time, a protection zone was established around the industrial zone (Zones Z3 (a) and Z1 (a)), according to the recommendations of the Spatial Plan (2015). The revised Spatial Plan proposes minor modifications in some zones.

The following are noted in relation to the zones:

1. The zones do not specify specific specifications uses. For example, the proximity of an asphalt storage station to a power plant is not ruled out. In any case, adequate levels of safety and security should be ensured.

2. The uses of port areas and boat service areas are not predetermined in the Spatial Plan. The Port Authority assesses the port needs, infrastructure, risks on a case by case basis and licenses the activities. For example, at a bitumen unloading site, bulk cargo or other activity may also be handled, provided the hazard is within acceptable limits.

3. It is proposed the establishment of a “Port Operating Area”, which includes the Port Facilities (Cement Port and its extension), but also the necessary land areas for the Support Facilities of the mining works, as well as other related activities.

< p> 4. The Port Operating Area extends to the boundaries of the archaeological site. It is understood that antiquities may be found at other sites and the slider may need to be adjusted accordingly.

5. In the protected zone, where a power plant has been constructed by way of derogation, the zone remains protected.
