Abolition of the actuarial reduction of 12% from pensions in case of retirement at the age of 63 instead of the 65th year provided by law is proposed by Ecologists. With a proposal of a law submitted yesterday in the Plenary Session by the president of the Movement, Charalambos Theopemptou, he proposes the amendment of the law on Social Insurance with the deletion of article 35 A.
According to the explanatory memorandum, the deletion of this article will eliminate the provision according to which an insured person who chooses to retire up to 24 months before the age of 65, ie at the age of 63, is not subject to actuarial reduction of the amount of the pension entitled to 0.5% for each month of early retirement. Under the Law on Social Insurance there is a provision which gives the insured the right to choose, under certain conditions, his retirement time before reaching retirement age. The insured can choose the time of his early retirement, with a gradual actuarial reduction from the age of 65. The reduction rate ranges from 0.5%, in case he chooses to retire one month earlier and gradually increases by 0.5% for each additional month, up to 12% for retirement at the age of 63.
The abolition of the actuarial reduction in pensions is a constant request of the trade unions. It should be noted that the government is considering the issue in the context of modernizing the Social Insurance system, with a view to ensuring the viability of the Social Insurance Fund. The government considers that in the event of the abolition of the actuarial adjustment of pensions in cases of retirement at the age of 63, there is a possibility of the collapse of the Social Insurance Fund (TKA). It should be noted that before the outbreak of the coronavirus, the Ministry of Labor would conduct an actuarial study, to determine whether it is possible to abolish the actuarial reduction of the pension of 12% in the long run. The study would show whether the phasing out of the measure would have an impact on public finances, while examining whether an increase in contributions to the Social Security Fund would be needed to mitigate the effects.
