There are 43 semi-states with twelve detachments

The compliance of the semi-governmental organizations with the observance of the schedules for the submission of their budgets to the Parliament lasted only one year. Last year, after the strong suggestions and warnings of the Parliament to the organizations for non-approval of their budgets in case they were not submitted on time, almost all the organizations had complied. In fact, the majority of them entered 2020 with their budgets approved, something that rarely happened in the past.

According to the Constitution, legal entities governed by public law must submit their budgets to Parliament three months before the end of the year, ie in October, as is the case with the annual state budget. However, out of the 44 organizations, the budget of which is approved by the Parliament, 27 have been submitted so far. Before the closing of the Parliament for the Christmas holidays, only one budget was approved, namely that of the Agricultural Payments Organization. Therefore, 43 organizations operate with a twelfth degree in January, while it is not excluded that the twelfth degree approval will be needed for February as well.

Tomorrow, the budgets of the Telecommunications Authority (CYTA), the Housing Finance Agency (HSF), the Human Resources Development Authority (HRDA) and the Cyprus News Agency (KYP) will be put under the microscope of the parliamentary Finance Committee. Also, in the Plenary Session of the 14th of January, the budget of the Equal Burden Distribution Agency is scheduled to be put to a vote. In the meantime, the budgets of 12 other semi-governmental organizations are expected to be tabled in plenary on the same day. These are the budgets of the University of Cyprus, the Open University, TEPAK, the Cyprus Transmission System Operator, the National Betting Authority, the Special Fund of the Center for Vocational Rehabilitation of Persons with Disabilities, the Dependency Management Authority, the Rehabilitation Fund , the National Gambling Authority and Casino Supervision, the EAC and the COAG. Besides, ten other organizations have not yet submitted their budgets to the Parliament, such as RIK, the Health Insurance Organization, the Hellenic Capital Market Commission, etc.
